OF A CLAIM FOR TDA
FOR FY 2000/01
OVERVIEW
NO. 2000- AUTHORIZING SUBMITTAL
ARTICLE 3 BICYCLE /PEDESTRIAN FUNDS
This presents for consideration a resolution authorizing submittal
of a claim for Transportation Development Act (TDA) Article 3
funds. These monies are restricted to expenditures for projects
which provide new (or improvements to existing) bicycle or
pedestrian facilities.
DISCUSSION
A. History
A list of City projects funded by this source in prior years is
attached as Exhibit 1.
B. Grant Process
Each year the Ventura County Transportation Commission (VCTC)
requests that interested cities (and other eligible agencies)
submit grant applications for projects eligible for TDA Article
3 monies. Included in the grant proposal package is a resolution
by each agency's governing body.
The grant applications received are evaluated by the Citizen's
Transportation Advisory Committee /Social Services Transportation
Advisory Committee (CTAC /SSTAC), using very specific criteria
developed to enable the Committee to evaluate the relative
merits of the grant applications. CTAC /SSTAC reviews the
applications in April and then provides their recommendations to
VCTC in May. VCTC takes action on those recommendations in June.

C. Grant Application
Staff submitted
an application for TDA Article 3 grant funds to
VCTC on February 15, 2000. A summary description of the project
to be funded by
this grant application is as follows:
• Name:
Walnut Canyon Road Sidewalk
• Location:
West side of Walnut Canyon Road, north of Casey
Road (see map attached as Exhibit 2)
• Scope:
Construction of curb, gutter and sidewalk
• Puzpose:
There is no sidewalk in this low to moderate
income area. Pedestrians traveling from the
neighborhood on the west side of Walnut Canyon
Road to the commercial areas along High Street
and Moorpark Avenue do not have the use or
benefit of an improved sidewalk. The proposed
project will extend the curb, gutter and
sidewalk into this area.
• Safety:
The primary benefit of this project will be
improved safety for pedestrians in this area.
It should be noted that cars currently park
with their wheels on the narrow shoulder,
impeding pedestrian and bicycle traffic. The
addition of the proposed sidewalk will remove
vehicles from the street and shoulder.
• Project Cost:
The total cost of the project is estimated to
be $45,240.
• Grant Amount:
The total amount of the grant being requested
is $20,000.
E. Local Matching Funds
The evaluation criteria places a heavy emphasis upon the
applicant providing a significant local share match. Forty (40)
of the one hundred (100) points are granted for providing a
fifty percent (50 %) match. Fifty (50) points are granted if the
local share match is fifty -five percent (55 %) or greater. The
grant application submitted this year provides for a local share
match exceeding fifty -five percent (55 %) of the total project
costs. In addition to the $20,000 TDA Article 3 grant, the
City of Moorpark proposes spending $25,240 of MRA monies. The
actual appropriation and budget for this work would be presented
to the City Council when the project is ready to advertise for
receipt of bid.

RECOPMNDED ACTION
Adopt Resolution No. 2000- authorizing the filing of a claim
for TDA Article 3 Bicycle /Pedestrian funds for the construction of
a sidewalk on the west side of Walnut Canyon, north of Casey Road.

RESOLUTION NO. 2000-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AUTHORIZING THE
FILING OF A CLAIM WITH THE VENTURA COUNTY
TRANSPORTATION COMMISSION FOR ALLOCATION OF
TRANSPORTATION DEVELOPMENT ACT (TDA ARTICLE 3)
FUNDS FOR FISCAL YEAR 2000/01
WHEREAS, the Transportation Development Act (TDA) , as amended
(Public Utilities Code Section 99200 et. Seq.) , provides for the
allocation of funds from the Local Transportation Fund and the
State Transit Assistance Fund, for use by eligible claimants for
various transportation purposes; and
WHEREAS, pursuant to the provisions of the TDA, as amended, and
pursuant to the applicable rules and regulations thereunder (Cal.
Code of Regulations Section 6600 et. Seq.), a prospective claimant
wishing to receive an allocation from the Local Transportation Fund
or the State Transit Assistance Fund shall file its claim and
supporting resolution with the Ventura County Transportation
Commission.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager is authorized to execute and
file an appropriate claim pursuant to applicable rules and
regulations promulgated thereunder, together with all necessary
supporting documents, with the Ventura County Transportation
Commission for an allocation of TDA funds in FY 2000/01.
SECTION 2. That the authorized claim included $20,000 under TDA
Article 3 for the Walnut Canyon Road sidewalk north of Casey Road.
SECTION 3. That a copy of this resolution be transmitted to the
Ventura County Transportation Commission in conjunction with the
filing of the claim.
SECTION 4. The City Clerk shall certify to the adoption of this
Resolution and shall cause a certified Resolution to be filed in
the book of original Resolutions.
