Kenneth C. Gilbert, Director of Public Works March 24, 2000 (Council Meeting 4 -5 -00) �1 Consider Changing the Name of that Portion of Science Drive South of New Los Angeles Avenue A. Background 1. On January 5 the City Council asked that the subject be discussed at an upcoming meeting. 2. On February 2 the City Council considered a report describing the process required to effect the subject change and directed that the matter be brought back to the City Council on March 15. B. Suggested Street Name At the February 2 meeting of the City Council, a number of options were discussed regarding the selection of a new street name for Science Drive. Those options included: a) using the name selected for the new Neighborhood Park; and b) naming the street after a prominent historical figure who has contributed significantly to the community. Staff has received a number of suggestions from the public regarding the re- naming of the street. They include: 1. Oak Hill Road 11. Huerta or Huerto 2. Oak View Drive 12. Cielo 3. Old Oak Trail 13. Cielo Vista 4. Apricot Hill Road 14. Camino al Cielo 5. Apricot Blossom 15. Hillview Drive 6. Apricot Trail Street 16. Skyview Drive 7. Encanto Drive 17. Camino Verde 8. Panorama Drive 18. Buena Vista Drive 9. Vista Verde Drive 19. Centennial Drive 10. Rancho Verde Drive Science_name2 00010 12 Science Drive: Change Street Name March 24, 2000 Page 2 The City Council is advised that in order to be consistent with past policy, as approved by the Fire Department, all north -south streets should be named either Avenue or Road. It is also recommended that the new street name be selected prior to and be included in the public notice documents discussed below. C. Procedure The process required to change the name of any street [ref. Sections 34091.1 and 34092 of the Government Code of the State of California] is summarized as follows: • Set the date of a public hearing to consider such action; • prepare a mailing list of the owners of all properties affected by 'the proposed change; • prepare a mailing list of all utilities, emergency services organizations and public agencies affected by the proposed change; • mail to all affected property owners, and other affected agencies and organizations as noted above, a public hearing notice advising of the following: - the City's intent to change the street name; - the date and time of a public hearing on the matter; and, - the process for presenting written and /or oral testimony on the matter; • as discussed above, it is recommend that the Hearing Notice include the name selected to be the new street name; • prepare report on the subject action to be considered by the City Council at the public hearing; • subsequent to the public hearing, adopt a Resolution changing the name of the street; and • record the Resolution with the County Recorder. D. Fiscal Impact A summary of the estimated costs related to this action is as follows: Description Staff Time Direct Costs 1 Change street name signs 800 2 Design for sign replacement at New 1,500 Los Angeles Avenue 3 Change illuminated signs at traffic 5,400 signals 4 Administration 1,000 Total 1,000 7,700 It should be noted that the overhead illuminated street name signs at the intersection of New Los Angeles Avenue and Science Drive will have to be replaced with a larger sign to Science_name2 j s Science Drive: Change Street Name March 24, 2000 Page 3 accommodate two street names [Science Drive > northbound and NEW NAME > southbound] . The replacement of these signs will require a Caltrans permit. The Caltrans permit will require plans revising the traffic signal design, prepared in accordance with Caltrans requirements. E. Summary If the City Council wishes to proceed with the re- naming of Science Drive south of New Los Angeles Avenue, it is recommend that the new street 'name be selected and then that staff be directed to proceed with the steps necessary to schedule a public hearing on the matter.
