Lindley, Director of Community Services yt, DATE: March 22, 2000 (CC Meeting of April 5, 2000) SUBJECT: CONSIDER AUTHORIZING RECORDATION OF THE NOTICE OF COMPLETION FOR THE CONSTRUCTION OF THE SENIOR CENTER EXPANSION PROJECT BACKGROUND The total approved budget for design and construction of the Senior Center Expansion Project, including ADA enhancements to the Community Center, was $520,000. Of the budgeted amount, all but $9,500 was funded by CDBG. The $9,500 represents a General Fund expenditure for design work for potential seismic retrofit work for the Citrus Room, which the City Council later opted not to construct. On October 20, 1999, the City contract to Robert W. Stanhope $360,964. Construction of the pi pursuant to the approved plans "minor punch" list items. Also added a door between the Citrus Room and new room addition. 000,.9: M: \MLindley \SENIORS \Sr. Center Notice of Completion.doc Senior Center Notice of Completion Page 2 Total Change Orders: $7,477.61 At the conclusion of the construction work, the total cost of the construction contract awarded to Stanhope Company, including the aforementioned Change Orders is $368,441.61. With the Council's authorization to record the Notice of Completion, the contractor will receive the balance of payment due 35 days after the recordation and fulfillment of all contractual obligations as determined by the City. Additionally, the City Manager will be authorized to release the project bonds after one year and in accordance with the contract provisions. In addition to construction, the Senior Center Expansion project entailed design and construction plans, plan check and building inspection, soils tests, project management, and CDBG management and monitoring. The total estimated final project cost, including all outstanding items and the previously identified Change Orders, is approximately $495,000, which is $25,000 under budget. Unrelated to Stanhope's contract, staff is still completing the replacement of the air conditioning unit over the Senior Center kitchen, installation of the modular walls, and replacement of the drinking fountain in the Senior Center. The Council will be provided with a final cost report when all outstanding work has been completed. STAFF RECOMMENDATION Staff recommends that the City Council: 1. Accept the work as complete; 2. Authorize the City Clerk to file the Notice of Completion for the project; 3. Authorize the release of the balance of payment due upon satisfactory clearance of the thirty -five (35) days after Notice of Completion records and completion of close out contractual obligations of contractor; and 4. Authorize the City Manager to release project bonds in accordance with the contract provisions.
