SUBJECT: AWARD CONTRACT TO HANSON AND SON CONSTRUCTION FOR THE
INSTALLATION OF PLAYGROUND EQUIPMENT AT PEACH HILL AND
CAMPUS CANYON PARKS
SUMMARY
The City's FY 1999 /00 approved budget includes funds to replace
the playground equipment at Peach Hill and Campus Canyon parks.
The City requested and received bid proposals to perform the
installation work. The City Council is being asked to award a
contract to the low bidder, Hanson and Son. Construction, at a
cost not to exceed $30,333.
DISCUSSION
The FY 1999/00 Budget includes $50,000 to replace the
approximately 12 year old wooden playground equipment at Peach
Hill Park and $60,000 to replace the approximately eleven year
old play equipment and install new playground surface material,
in compliance with the ADA, at Campus Canyon Park. To that end,
the Parks and Recreation Commission selected an ad hoc committee
(Commissioners Joseph Catrambone and June Dubreuil) to evaluate
various playground equipment options. The ad hoc committee met
with playground equipment manufacturers and visited a park in
Simi Valley that contained equipment the Committee was
interested in.
The Parks and Recreation Commission, at the recommendation of
the ad hoc committee, indicated its desire to purchase equipment
from Miracle Recreation Equipment Company. In addition to its
desirable aesthetic and durability qualities, Miracle has a
cooperative purchasing program through the state that allows

public agencies to purchase the equipment at a discounted price.
The state conducted a bidding process and awarded a contract to
Miracle based on national GSA quantity pricing. The items
included in Miracle's state contract are playground equipment
and pour -in -place rubber surface material (Spectra Turf).
In selecting equipment, the Commission considered the existing
equipment at other parks and attempted to provide new and
interesting components where possible. The designs selected by
the Commission are summarized as follows:
Peach Hill Park Equipment (Attachment A)
Only the wooden equipment in the 5 year old to 12 year old
playground is scheduled to be replaced. The Commission
selected equipment that would present more challenging play
opportunities and provide features not currently found at
other City parks. The main focal point of the Peach Hill
Park equipment is a "center stage" (a design component only
Miracle makes), which is 6 feet high, from which kids
access a number of challenging slides and climbing
apparatus. There is a secondary "center stage" with less
challenging features. This entire equipment is designed
for children between the ages of 5 and 12. The Park has a
newer tot -lot area (approximately 6 years old) with
equipment designed for children between the ages of 2 and
5. The equipment consists of metal poles and decks, and
durable molded plastic. It is not proposed for replacement
at this time. This tot -lot contains wood chip surfacing
material which meets ADA requirements. As a result, no new
surfacing work will be performed to the larger playlot.
Additionally, the plans include the installation of a swing
set consisting of four swings.
Campus Canyon Park (Attachment B)
The plan for Campus Canyon Park includes new equipment for
children between the ages of 5 and 12 and a separate
component for children ages 2 to 5. We were not able to
use the "center stage" concept because the existing playlot
dimensions are smaller and will not accommodate the center
stage. The tallest deck is 5 feet high. Since Campus
Canyon Park does not currently have any ADA acceptable
surface material, the plans include the installation of
pour -in -place rubber material in certain areas to
facilitate access by a wheel chair to a select number of

apparatus. The material will be purchased and installed by
Miracle, but base preparation work will need to be
performed by the general contractor that installs the
playground equipment.
In order to secure the discounted price, the City must purchase
the equipment directly from Miracle, rather than through the
general contractor that installs the equipment. The City must
then secure a general contractor to perform the installation
work, which includes removal and disposal of the existing
equipment. The current budget for Peach Hill Park is $50,000.
The cost of the equipment, including tax and delivery, is
$40,000. This leaves $10,000 to perform the installation work.
The budget for Campus Canyon Park is $60,000. The equipment to
be purchased costs $31,500 with tax and delivery, and the pour -
in -place rubber material will cost $10,000, for a total of
$41,500. The remaining $17,500 allocated to Campus Canyon Park
is available for installation of the playground equipment and
preparation of the sub -base for the pour -in -place rubber
material.
The` bid proposal for this project included three work options,
identified as: Schedule I, installation of equipment at Peach
Hill Park; Schedule II, installation of equipment at Campus
Canyon Park; and Schedule III, preparation of the sub -base for
the pour -in -place rubber material at Campus Canyon Park. The
City received four bids. The low bidder was Hanson and Son
Construction at a cost of $30,333. A summary of the bids is as

As stated above, the budget for Peach Hill Park is $50,000. Of
that amount, $40,000 is required to purchase the equipment,
leaving only $10,000 to perform the - installation. The low

bidder's cost to perform the work is $13,000. To complete the
work, an additional $3,000 needs to be transferred to the
project budget. Since the project is being funded in the Park
Maintenance Budget (Park Assessment), staff intends to transfer
$3,000 from operations to capital improvements within the same
budget, which would fully fund the installation of the
playground equipment. Neither the original allocated project
budget nor the transfer of $3,000 from park maintenance to park
operations will impact the City's FY 1999/00 Budget since the
funds were previously budgeted.
STAFF RECOMMENDATION
Staff recommends that the City Council award a contract to
Hanson and Son Construction, at a cost not to exceed $30,333,
for the installation of playground equipment at Peach Hill and
Campus Canyon parks, and authorize the City Manager to execute
the contract on behalf of the City.
