BACKGROUND The SR -118 corridor and issues related to traffic flow and safety, including the Somis Road area, have been major concerns for several Ventura County cities including Moorpark. City Council has consistently expressed concern and requested corrective action be taken to relieve congestion and improve safety within the corridor. Currently, CALTRANS is proposing to improve and widen the intersection of SR -118 at SR -34 (Souris Road) including the realignment of Donlon Road as the northern leg of a four way intersection with SR -118 and Somis Road. Three of the five proposed alternatives considered by CALTRANS close the existing Donlon Road intersection with SR -118 and reconfigure Donlon as a cul -de -sac in favor of either the preferred four -way intersection or a round-about traffic circle involving these three roadway segments. DISCUSSION On March 13, 2000, CALTRANS released a Draft Initial Study /Environmental. Assessment (IS /EA) concerning intersection improvements at SR -1181 SR -34 ( Somis Road) , and Donlon Road. The document presents discussion of anticipated' environmental impacts of five separate alternatives, only as related to the subject intersection. The IS /EA contains analysis of the various alternatives and concludes that a Negative Declaration under CEQA is the appropriate document for the project. The preferred alternative in the study is to construct a signalized four way intersection by aligning Donlon Road with 0006 City Council Agenda Report April 19, 2000 SR118/'Somis Road Improvement Page 2 Somis Road (existing Donlon becomes a cul -de -sac) and creating necessary left and right turn lanes and through lanes to improve intersection efficiency and safety. A scoping letter was issued by CALTRANS in August, 1998, and a Public Notice was issued September, 1998. The document does not address other segments of the SR -118 corridor beyond the identified intersection. The study did consider the question of truck restriction along the highway and concluded that State and Federal regulations provide a process for agencies to request truck restrictions. The study concludes that a four- fifths vote of the California Transportation Commission is required to implement truck restrictions, and that no mitigation is required. A copy of the CALTRANS Document has been placed at the public counter for public review. STAFF RECOMMENDATION Direct Staff as deemed appropriate. Attachments: A. Preferred Alternative Map B. The proposed improvements include: • Elimination of existing intersection of Donlon Road at Route 118. • Relocation and realignment of Donlon Road westerly to align with the existing Somis Road. Provide one lane in each direction with southbound lane dividing into a right turn only lane and a mixed through/left turn lane at the intersection. • Add an additional left -turn lane on the westbound SR 118 from 1 lane to 2 lanes at the east leg of the new intersection. Lane assignments would provide 1 mixed through/right -turn lane and 2 left -turn lanes. • Add an auxiliary lane on the eastbound direction of SR 118 at the east leg of the new intersection. Lane assignments would provide 1 through lane and 1 auxiliary lane. • Add a right -turn lane on the eastbound SR 118 at the west leg of the new intersection. Lane assignments would provide one through lane, one left turn and one right turn only lane. • Add an auxiliary lane on the southbound direction of SR 34.
