SUBJECT: Submittal and approval of final report for the
Civic Facilities Space Needs Study.
BACKGROUND: In March 1998 the City awarded a contract to
Leach Mounce Architects to 'conduct a short and long -term
space needs study for city hall. It was intended to examine
the current and future space requirements based on
projections for staffing requirements in the various city
departments and service functions.
DISCUSSION: In March 1998 the City Council- approved a
contract with Leach Mounce Architects to conduct a short
and long -term space needs study for the City. The original;
contract was for $43,620 to be paid from the City Hall
Improvement Fund. In October 1999 a budget amendment for an
additional $16,600 was requested and�i authorized for
additional work on the study made necessary because of
changes in the original scope of work as follows:'
1. Added ten (10) staff to long -term projections.'
2. Added five (5) positions to short -term projections,
(City Clerk, Community Development, Community; Services,
Public Works Departments)
3. Added restroom and employee lounge) to new annex'
structure.

4. Added employee restrooms and small kitchenette area to
existing city hall building to short term option.
5. Added provision for CHP office with police facility.
6. Added option for stand -alone Police /CHP facility.
7. Added staffing areas to police services — clerical and
volunteers.
8. Revised all work - stations to include computer work
area, short and long -term.
9. Revised maintenance area to include vector control
operations for long -term.
The short -term plan covers a five to ten year period and
includes three options. Option A provides for new modular
units for Community Development and some breathing room for
existing staff. This option would only partially correct
crowded conditions created by the current use of corridor
space for file cabinets for community development, public
works and community services. However, this option would
provide no real expansion opportunity and would not
accommodate moving the Building and Safety division to the
main City Hall Complex. The estimated design and
construction cost to implement Option A is $512,272.
However the expansion to the existing building is not
needed producing a savings of $100,000 making the estimated
cost for this option $412,272 providing a total of 8,398
square feet of space. Occupancy under this option will take
approximately nine months from the date of Council approval
to proceed with design plans. The time -line includes 30 to
45 days to prepare plans; 30 to 45 days for bidding and 60
to 90 days for construction.
Option B would fulfill the desire to bring all services to
one location however, with that move, the plan would not
accommodate the expansion needs identified for all
departments. With the prospect of a proposed new or
expanded permanent city hall facility within five years, a
decision is needed as to whether the additional cost of
option B can be justified. The design and construction cost
for Option B less the cost for existing building expansion

is $540,538 providing a total of 10,458 square feet of
space. While this option costs $128,266 more than Option A,
it also provides flexibility for the inclusion of City
Council Office space as well as the necessary space for the
Building and Safety functions. The City currently leases
2,000 square feet of space for these services to Charles
Abbott Associates in Redevelopment Agency -owned property on
High Street. The lease generates $1,500 per month or
$18,000 per year. If space at City Hall is provided at a
rate that would generate the same revenue, the income would
accrue to the city instead of the agency and recover a
portion of the additional cost for Option B over a five -
year period ($90,000). The remaining difference of $38,266
can be considered the cost of the added convenience to the
public for the consolidated service functions.
An Option C as presented, although the least expensive
option, is not considered feasible because it provides
insufficient file space for the Community Development
Department.
The long -term plan concludes that a suitable site to
accommodate new facilities for city hall, police and
highway patrol and the city yard should contain 7.78 acres
allocated as follows:

All work on the Space Needs Study has now been completed.
The Council has received a copy of the final report
document and Howard Leach, Leach Monuce Architects will be
present at the City Council Meeting to provide a brief
presentation on the findings.
Some important factors to consider are:
1) The use of site space for modular units which would
interfere with an alternative of expanding the- existing
city hall building to this area of the current site.

2) The projected costs do not include adding parking and
two spaces would be lost.
3) The cost estimates for Options A and B do not include
possible modifications to sanitary sewer service to the
site. These costs, if any, will need to be considered.
4) Following completion of new facilities, the modular
units and the existing main building may be used for other
city purposes. In the new modular units, only the corner
offices, restroom and lounge will be hard- walled by the
manufacturer. All other walls would be of modular
(moveable) design providing a highly flexible floor plan.
5) The current balance in the City Hall Improvement Fund of
$ 420,000 will be fully depleted for the short -term option.
RECOMMENDATION: Based on current conditions and needs,
staff recommends the City Council:
1. Direct staff to implement the Short Term Plan, Option
B as provided in the report, without the existing building
expansion, to accommodate moving the building, safety and
engineering functions to the city hall complex and modify
lease arrangements with Abbott for this space accordingly.
2. Direct staff to begin the identification of suitable
alternative sites for a new or expanded city hall complex.

scale of new development is more than 33 %. The growth
of staff is not out of line with the expected growth of the

STAFF GROWTH
In the short term, staff is projected to increase
by six above the current levels as reflected
in the December, 1999 Short Term Staff/
Area Projections. The growth indicated in
this summary is for the long term.
STAFFING SUMMARY BY DEPARTMENT
The City Council & City Manager anticipate an in-
crease in staff of one position for a clerk typist. Staffing
in this section also includes the part time City Attorney.
The City Clerk / Human Resources (CC) are adding 2
staff. The City Clerk will add an Management Analyst,
thereby bringing the Clerk's support on par with other
Directors. A new Public Information position is being
created.
Administrative Services (AS) has the largest staff, cur-
rently 35 growing to 70 if all options are taken. The Po-
lice account for 51% of AS staff.
Police Department The Police staff will grow from 21
to 36, or 29 %. The growth includes patrol officers, cleri-
cal and volunteers. As mentioned above, bringing Com-
munications on -line within the City will add 10 staff for
24 hours /7 day a week coverage. The Holding Option
for short term holding (less than four hours) does not
anticipate any increase in staff and may save staff time
by not requiring the transport of detainees by officers.

an increase in staff by 5. The remaining staff additions in
AS are two clerk typists, one each in AS and Redevelop-
ment.
Community Development (CD) Staff will grow by 8
from 22 to 30, or 27 %. The Director will add a clerical
aide, Planning will add one Senior Planner. The City
Engineer will add two engineering positions. Great posi-
tive impact on staff operational efficiency will come from
bringing all the staff and their files into a common loca-
tion. Without this, additional staff time and therefore,
additional staff may be required to move staff, file mate-
rials, and copies between locations.
Public Works (PW) The current staff of 5 will expand
29% to 7 with the addition of one inspector and one cleri-
cal aide at City Hall and a Field Supervisor and mainte-
nance worker at the Yard.
Community Services (CS) will add 6 staff to the cur-
rent 10, or 60% including one clerical aide at City Hall
and two additional maintenance workers at the City Yard.
Recreation and the Senior Center are not covered by this
study.

INTERACTIONS SUMMARY
Interactions indicate how the different departments in the City relate both internally and between each other. The
Moorpark Organization chart shows how the City government authority is organized. It does not show how the
departments work together or how they interact with each other. Spatial sizes and relationships are not seen in the
chart below. Interactions also provide important planning information and are shown in the diagram on the next
page.

DIAGRAMS
Diagrams reveal important interactions and relationships. The Overall Diagram on the right
shows all the departments in relative size to each other. The organizing feature for the City
Clerk, Community Development, Public Works, and Community Services is the public service
counter, This is the point of contact for the Moorpark residents that needs direct, personal service
that can not be provided through other forms of communication. The Site Diagram on the next
page gives an extended overview of the entire operation including the respective site area re-
quirements. Both building and site areas are represented.
KEY RELATIONSHIPS
The relationship between the Council and the City Manager is strong. For this reason, they are
placed in the same section of the Space Needs. Both interact frequently with each other and with
the overall operation. The interaction with outside contacts is similar as well. The City Manager
also has significant interaction with the heads of the departments and outside agencies.
City Clerk, City Manager, City Council & Community Development have internal operations
that function best if their respective team members are in close proximity to each other. Both
have a need to relate to the public over a counter and in meetings.
Public Works & Community Services are split with coordination of inter - departmental opera-
tions at City Hall and external facilities, work crews and equipment at the Public Works Yard.
There is a close, interactive working relationship between these departments. The City Yard is
occupied jointly. Public Works interacts frequently with Community Development. Commu-
nity Services does so also, but to a lesser degree. Public Works is involved with CD infrastruc-
ture issues that require easy consultations.
Administrative Services has two major components. One is the administering support to other
departments. The other is the police operations. The support function interacts closely with all
the other departments and spatially wants to be next to all of them. Components of theAS touch
other departments in specific places. Finance and Human Resources interact. Redevelopment/
Economic Development interacts with the Council, Community Development Planners and
Building & Safety. Finance also interacts with the Council, City Clerk and Community Devel-
opment. The police function is currently remotely located in 4,000 square foot temporary facili-
ties at a school site in Moorpark and at the East Valley Law Enforcement Facility in Thousand
Oaks. Once this operation is completely relocated in the City, it has the option of either being
included or not included in the civic center. For security reasons and operational hours, this
operation will remain self - contained. Liaison personnel could be located in the public services
zone of the City Hall if total co- location is not feasible due to site constraints.

Services in the future, additional space would not be
needed over that provided for Contract Services. Unit Standard Composite Standard
Many functions which may be supplied -by City staff in -
other cities are provided in Moorpark by private con-
tractors. Should the City decide it is to the benefit of the
Moorpark citizens, other major functions may be brought
"in house ". This would change the space needs. The space
standards supplied with this document can be applied to PROJECTIONS
newly identified future functions as well.
The projections are for staff and space. Detailed lists of functions and equipment were developed. The list is summa-
rized into spaces. Supporting detail includes design notes and guidelines, staffing, space, furniture, parking and site
requirements. Below is a sample extracted from Section IV - Projections.

This Space Needs Study establishes a planning basis for
staff and space projections in both short term and long
term. The short term is defined as current and near term
(1 -3 year) space need. The long term time frame (at 15-
20 years) is not as time specific, but covers foreseeable
needs as expressed by staff during interviews and in ques-
tionnaire responses. The long term site needs anticipate
future growth in proportion to the forecast growth in
building and parking for each department.
There are three Short Term Plan Options adding more
mobile office units to the existing site. Adding the new
staff toilets and break room is a common feature of all
the options. The mobile office units contain the pro -
grammed short term spaces but are substantially less than
the space standards square footage due to limited site
area and budget.

Modest modifications to the City Hall and additional
mobile office units on the existing civic center site present
the quickest response to providing for the City's urgent
space needs. This short term response answers the needs
of general staff with the addition of staff toilets and break
room. In addition, Community Development (CD) De-
partment, who must respond to community zoning regu-
lations, development and growth, is currently under great
space pressure. The CD staff needs spill over to other
departments that must support them. The three short term
options (listed A - C) provide different budget/scope
choices to solve the short term needs.
The concept plans are presented in two categories:
Short Term Plans - Three options that modify
the existing City Hall and site. These options
do not adhere to the Space Standards or Space
Needs, but rather focus on the use of existing
facilities. This minimizes construction changes
and makes do with a large portion of the exist-
ing building (as it is) in order to minimize short
term costs (See Section V.).
Long Term Plans - Two plans showing ideal-
ized site plans and floor plans which focus on
consolidation of department operations at one
location. These plans can be phased. For illus-
trative purposes the site plans were made so
that they are easily divisible into City Hall,
Police and City Yard components (See Section
- VI).

The cost esfinates for the short and long term development are difficult to bring into comparison. The Short Term
has a given site, existing buildings and a stipulation to make economical resolution the first priority even over the
space standards which are not economical to extend to all staff in the short term. The Long Term has no specific site
or time of construction. Nevertheless, the attempt was made to align the two into one cost approach. Both a detailed
and broad brush were used on the Short Term Options. The broad brush approach proved to be the more conserva-
tive (more expensive) and was used. The broad brush approach was use on the Long Term.

TWO STORY COMPARED TO ONE STORY COST
The long termplans show one story buildings on a hypothetical site that is reasonably level
and rectangular in shape. If it is not feasible to aquire enough property to build a one story
structure or the topography is mnore steeply sloping then two story buildings would be the
appropriate solution.
The building gross -up factor for a two story building would be 34 %, which is 5% more than
the 29% shown for a one story building due to the stairs, elevators, mechanical ducts, addi-
tional janitors spaces, electrical rooms and lobby space.
• 62,659 sf x .05 = 3,133 additional sf for a two story building -
3,133sf x $150 = $939,885
• Land savings for two story buildings is estimated at 40% of 62,659 -
62,659sf x.40 = 25,064 sf @ $14 /sf = $350,890
• Net additional cost for two story buildings on smaller land area - $588,995

VII. SPACE STANDARDS
The Space Standards are presented in two lists and
a catalog of sketches. The first list is in numerical
order. The second list is in alphabetical order. The
catalog of sketches is divided into three sections -
8x, 4x, & 2x.
The sketch sections are based on the size required
for each sketch. This allows the sketches to be rela-
tive in scale to each other. A classroom requires a
bigger sketch area than a lounge chair. The 8x sec-
tion allows for small items. The 2x allows for large
items. Both lists show in which size section each
sketch is located. The words "No" or "None" indi-
cate that a sketch does not exist for that space stan-
dard.
The alphabetical list allows browsing for standards
by -name. The alphabetical list also allows a search
for a standard by the "Description" used for line
items in Section IV - Projections.

The numerical list allows for standards to be found
from the Projections listings too.
The example at the left shows Space Standard num-
ber "44" taken from column 3 of the appropriate
Space Needs page and matches the ID column in
the numeric list. The column labeled "Sec" shows
which size section the sketch is located, e.g. 8x.
The sketches are located in numerical order in their
respective size sections.
Note again that the Standard Name is used as the
Description of the line item in the Space Needs.
The Space Standard sketches represent an efficient
development of the area required by the standard
item. Other solutions are possible and likely as the
item is integrated into viable work space environ-
ments. An allowance is made for variations during
the Space Needs process. The design allowance in
the gross up factor of the project makes room for
such variation.
