SUBJECT: Consider Adoption of Resolution Approving ' the
Submittal of a Grant Application for Senior Center
Capital Purchases
SUMMARY
The City Council is being asked to adopt the attached resolution
authorizing the submittal of a one - time -only grant for Older
Americans Act capital funds and to authorize the City Manager to
sign on behalf of the City in all matters pertaining to the
grant.
BACKGROUND
Each year, the Area Agency on Aging (AAA) solicts requests for
capital grant funds for items that will benefit senior citizens.
This year the AAA has approximately $100,000 available to
qualifying agencies. Use of the funds require a ten percent
which can be either a cash match or an in -kind match. An in-
kind match can be volunteer hours contributed to the agency. The
funds must be spent by June 30, 2000.
The Senior Center Advisory Committee has discussed the Center's
current needs and prioritized in the following order:
1. Copy Machine: $5,700 - The copy machine will replace
the Center's only existing copy machine that is in constant
need of repair and is not able to meet the demands placed
on it. The Senior Center's monthly newsletter, fliers,
publicity material, and correspondences are all copied on

this machine. The copier is also used by the Senior
Nutrition Program.
2. Office Furniture: $2,000 - The proposed office
furniture includes a desk, chair, file cabinet and
bookshelf for the Senior Center Coordinator. The furniture
will facilitate a better work environment in which to
oversee the Senior Center's programs and services. The
existing furniture consists of a home -style desk which is
no long sufficient.
3. Computers: $5,000 - The Center has a small computer
lab program in place using old computers that are not
equipped for internet access. To meet the numerous
requests the Center has received from seniors for internet
instruction classes, five new computers are needed.
4. Reception Counter: $2,000 - The counter would be
installed near the entrance of the Senior Center and would
greatly facilitate the greeting and processing of
participants. It will provide a focal point for all Center
reception related activities, including those associated
with the Congregate Meals Program.
5. Tables and Chairs: $5,000 - The City recently
completed the construction of a Senior Center room addition
(1,600 sq. ft). Table and chairs are needed to conduct
classes, programs, and other related activities in the new
room.
6. Library /Social Room Furnishings: $2,000 - The Center
needs a couch, chair, and book and video rack to furnish
its small reading room /social area. The Center has a small
library of books and other reading material which is
actively used by participants. The new furniture will
enhance participants reading experience and informal
gathering area, which is enjoyed by all.
The total amount requested in the proposed application is
$21,700. Staff recommends that the City's match be in the form
of in -kind and include the maintenance agreement for the copier,
and installation of the computers, office equipment, reception
counter and other furnishings with in -house City staff. The
dollar value of the City's in -kind match is $2,500.

STAFF RECOMMENDATION
Adopt Resolution No. 2000- approving the submittal of a AAA
grant application for Senior Center furnishings and equipment,
and authorize the City Manager to sign in all matters pertaining
to the grant.

ATTACHMENT A
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING A GRANT
APPLICATION REQUESTING MONIES FROM THE VENTURA
COUNTY AREA AGENCY ON AGING (VCAAA) FOR FUNDING
OF THE SENIOR CENTER CAPITAL EQUIPMENT AND
FURNITURE.
WHEREAS, the City Council is dedicated to the support of
quality programs for older Americans in the City of Moorpark;
and
WHEREAS, the participation in Moorpark Senior Center
continues to increase and the demand for programs and services
grows; and
WHEREAS, the Moorpark Senior Center requires additional and
replacement equipment and furniture to accommodate the increased
demand for senior citizen programs and services;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves and authorizes
the grant application through the Ventura County Area Agency on
Aging to secure funds for the purchase of equipment and
furniture for the Senior Center to address the need to expand
senior citizen programs and services. Further, the City Council
hereby authorizes Steven Kueny, City Manager, to serve as
signatory for the City Council on all matters related to the
administration of this grant.
SECTION 2. The City Council hereby resolves to complete
the construction of this project prior to June 30, 2000, as
stipulated in the terms of the grant contract.
SECTION 3. The City Clerk shall certify to the adoption of
the resolution and shall cause a certified resolution to be
filed in the book of original Resolutions.
