Traffenstedt, ATCM /City Clerk DATE: April 11, 2000 (CC Meeting of 4/19/00) SUBJECT: Consider City Clerk's Department Staff Positions and Resolution No. 2000 - Amending the Salary Plan for Competitive Service, Non- Competitive Service, and Hourly Employees and Rescinding Resolution No, 99 -1684 BACKGROUND AND DISCUSSION At the City Council's meeting on November 3, 1999, the Council approved a Secretary position for the City Clerk's Department. The position was filled at the Secretary II level, and no budget amendment is required for the current fiscal year. Council approval of the Secretary II level (Range 39) for the City Clerk's Department Secretary position is requested at this time. At the City Council's meeting on April 5, 2000, the City Council authorized the creation of the Deputy City Manager position at Range 81, creation of the Administrative Services Director position at Range 74 and the change in title and pay range from City Clerk at Range 71 to Assistant to City Manager (ATCM) /City Clerk at Range 74. In the April 5 agenda report, staff identified that the Salary Plan and Classification Plan would need to be revised and brought back for approval. Attached to this report is a draft resolution that approves a new Salary Plan, including the revised pay ranges for the identified positions. The Classification Plan revisions (new job descriptions) will be scheduled for a subsequent meeting. Other requested changes to the Salary Plan are a change in title for the Clerical Aide position at Range 6 to Clerical Aide I and the creation of a Clerical Aide II position at Range 14. The intent of the new Clerical Aide II pay range is to allow for the retention and promotion of more experienced Clerical Aide staff. City Council approval of the Clerical Aide II salary level and the upgrading of the City Clerk's Department Clerical Aide position to Clerical Aide II is requested. No budget amendment is required for the current fiscal year. Honorable City Council April 11, 2000 Page 2 To summarize, the attached draft resolution amends the Salary Plan and establishes the position of Deputy City Manager at Range 81 and the position of Administrative Services Director at Range 74, revises the City Clerk position at Range 71 to ATCM /City Clerk at Range 74, revises the Clerical Aide position at Range 6 to Clerical Aide I, and creates a Clerical Aide II position at Range 14. STAFF RECOMMENDATION 1. Approve changes to City Clerk's Department staffing to revise the Secretary I position to Secretary II and Clerical Aide position to Clerical Aide II® and 2. Adopt Resolution No. 2000- amending the Salary Plan for Competitive Service,- Non - Competitive Service and Hourly Employees and rescinding Resolution No. 99 -1684. Attachment: Draft Resolution amending Salary Plan 0001.13 RESOLUTION NO. 2000 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE SALARY PLAN FOR COMPETITIVE SERVICE, NON- COMPETITIVE SERVICE AND HOURLY EMPLOYEES, AND RESCINDING RESOLUTION NO. 99 -1684 WHEREAS, the City Council at its meeting on December 1, 1999, adopted Resolution No. 99 -1684, revising the Salary Plan to establish the competitive service position salary range for Secretary I and change the Secretary position title to Secretary II; and WHEREAS, further revisions to the Salary Plan are required to establish the non - competitive service position salary range for Deputy City Manager at Range 81, establish the non - competitive service position salary range for Administrative Services Director at Range 74, change the non - competitive service position salary range and title for City Clerk to Assistant to City Manager /City Clerk at Range 74, establish the hourly position of Clerical Aide II at Range 14, and change the hourly Clerical Aide position title to Clerical Aide I at Range 6. The corresponding salaries for the ranges established in Section 1 are attached hereto and incorporated herein as "Bi- Weekly Salary" Table. SECTION 3. The Salary Plan is based on ranges of two and one - half percent (2.5 %) and step increases of two and one -half percent (2.50) structure with nine (9) steps. The salary is based on a bi- weekly (80 hours) rate. The annual rate is calculated by multiplying the bi- weekly rate by twenty -six (26) pay periods. The monthly rate is calculated by dividing the annual rate by twelve (12) months. The hourly rate is calculated by dividing the bi- weekly rate by eighty (80) hours. SECTION 4. Effective with the payroll period beginning July 3, 1999, City shall pay a deferred compensation contribution into a City approved deferred compensation program, for enrolled regular full -time and regular part -time employees, and the contribution amount shall be as follows: City Manager - Two percent (2 %) of gross base salary, Department Head positions - One and one -half percent (1.5 %) of gross base salary, and all other Management and Competitive Service regular full -time and regular part -time positions - One percent (1 %) of gross base salary. SECTION 5. Implementation of salary adjustments for positions noted in Section 1'herein shall be limited by the performance review system. Employees shall be evaluated prior to their anniversary date, and salary adjustments effective on their anniversary date. SECTION 6. The implementation of this Salary Plan shall be applicable to the payroll period beginning April 8, 2000. SECTION 7. Resolution No. 99 -1684 is hereby rescinded in its entirety. SECTION 8. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions.
