Gilbert, Director of Public Works DATE: April 24 , 2000 (Council Meeting 5-3-00) SUBJECT: Consider Approval of the Plans and Specifications for the Modification of the Traffic Signal at the Intersection of Moorpark Road and Tierra Rejada Road DISCUSSION A. Background On February 18, 2000, the City Council approved a project [Project 80273 to modify the traffic signal at the subject intersection by changing the permissive /restrictive phase for west-to-south left-turn traffic to a restrictive phase only. The present permissive/restrictive design allows left-turn traffic movements on a GREEN ARROW and on a GREEN ball . The change to restrictive phase only would permit left turn traffic on a GREEN ARROW only. B. Scope of Work: Construction The suggested modification of the traffic signal will require work generally described as follows : • removal and replacement of a 25 ' long mast arm with a 30 ' long mast arm; • removal of the five-lens [doghouse] head and installation of two new heads; • removal and replacement of the five-lens vertical head with a new standard three-lens head; • removal and replacement of certain signing; and • re-wiring and reprogramming. 0()()J� MpkRdSigMod_ad Moorpark Road Signal Modification April 24 , 2000 Page 2 C. Fiscal Impact The estimated cost of construction is $13 , 000 (with contingency: $16, 000) . Engineering costs are expected to be approximately $5, 000 . On February 16 the City Council adopted a Resolution funding the subject project [Project 80271 from the Spring Road Tierra Rejada AOC Fund [Fund 2502] . The total budget amount for the project is $21, 000 . D. Schedule It is the intent of staff to present bids to the City Council for award of contract in July and have construction completed by November. Fabrication of the poles and mast arms is expected to require two months . E. Plans and Specifications A copy of the plans and specs have been placed in the City Council Office for your review. STAFF RECOMMENDATIONS Approve the plans and specifications for the subject project and authorize staff to advertise for receipt of bids . MpkRdSigMod_ad 00014
