Gilbert, Director of Public Works DATE: April 21 , 2000 (Council Meeting 5-3-00) SUBJECT: Consider Approval of the Plans and Specifications for a Project to Construct a Storm Drain Lateral on Los Angeles Avenue East of High Street DISCUSSION A. Background As you may recall, the City entered into two Cooperative Agreements with Caltrans pertaining to the Relinquishment of streets which used to be the alignment of Route 118 prior to the construction of the Freeway Connector Project . Pursuant to those Agreements the City recently accepted relinquishment of Spring Road between High Street and New Los Angeles Avenue, and Los Angeles Avenue between High Street and the Princeton Avenue freeway interchange . The Agreement pertaining to the Spring Road relinquishment provides for the payment of a $530, 000 advance toward future City costs for the construction of a street (asphalt and concrete) rehabilitation project . That payment has been received. The Agreement further provides for full payment of total actual City costs, upon completion of construction, not to exceed $750, 000 . The Engineering Division is currently preparing the design for that project [Project 8021] . Construction is expected to commence this summer. The Agreement pertaining to the Los Angeles Avenue relinquishment provides for an in-lieu payment of $1 , 116, 000 to fully satisfy all rehabilitation obligations of the State. That payment has also been received. The Engineering Division is also preparing the design for this rehabilitation project (Project 8025] , and it is expected that this project too will be constructed this summer. The project will only include minor improvements in the area of the future street widening project . L A AVE Drain ad llV�1h � - i Los Angeles Avenue Drain April 21 , 2000 Page 2 The above Caltrans payments have been placed into the Los Angeles Avenue AOC Fund. Accordingly, the two above described Rehabilitation Projects are to be funded by that funding source. B. Subject Drain Line During the relinquishment negotiations, it became clear that one of the issues requiring a solution was the ponding problem on the south side of Los Angeles Avenue approximately 1, 200 ' east of Spring Road. Caltrans agreed to include in the scope of rehabilitation efforts used in calculating the in-lieu payment, the construction of a new storm drain line to solve this problem. The City retained the services of a civil engineering firm to prepare a design for this storm drain project . That design has been completed. The project scope provides for the construction of a storm drain inlet at the "problem" location, and a 12" storm drain [approximately ninety feet (901 ) long] from that new inlet to an existing storm drain located on the north side of the street . The total project cost estimate is as follows : Design: $ 5, 000 Construction: $25, 000 Inspection: $ 4, 000 $34 , 000 C. Project Funding 1 . Storm Drain Project Funding: The subject storm drain project will be awarded as separate construction contract to be funded by a portion of the monies budgeted for Project 8025 -- the L. A. Avenue Rehab Project . A separate construction contract for the pavement and hardscape rehabilitation, also funded by Project 8025, will be awarded later in the year. 2 . Current Budget Amount : The current budget amount for Project 8025 is $100 , 000 . The subject project will be funded by these monies . At the time a construction contract is awarded for the pavement rehabilitation project, the budget will be amended to fully fund that project . 3 . Caltrans Payment : Again, both the storm drain project and the future L. A. Avenue rehabilitation project will actually be funded by the $1, 116, 000 in- lieu payment from Caltrans . It is anticipated that subsequent to the completion of these projects, a portion of this in-lieu payment will remain in the L. A. Avenue AOC Fund, and will be used to partially fund the future Los Angeles East Widening Project . L A AVE Drain-ad 0001 : i Los Angeles Avenue Drain April 21 , 2000 Page 3 D. Schedule It is the intent of staff to present bids to the City Council for award of contract before August and have construction completed by October. E. Plans and Specifications A copy of the plans and specs have been placed in the City Council Office for your review. STAFF RECOMMENDATIONS Approve the plans and specifications for the subject project and authorize staff to advertise for receipt of bids . L A AVE Drain-ad
