SUBJECT: Consider Approval of the Plans and Specifications for a
Project to Widen the South Side of Los Angeles Avenue
Just East of Liberty Bell Road and Authorization to
Advertise for Receipt of Bids for the Said Work
DISCUSSION
A. Background
As you know, approximately two years ago Caltrans relocated its
maintenance facility from the subject site on Los Angeles
Avenue to a new site on Fitch Avenue, east of the intersection
of Spring Road and Flinn Avenue . The prior site of the Caltrans
Maintenance Yard is now vacant . It is the intent of Caltrans to
market this site as "surplus" property.
Full -width street improvements have not been constructed along
the frontage of the "old" Caltrans Yard on Los Angeles Avenue.
Except for this subject site, the south side of the street in
the area is fully improved from a point west of Liberty Bell
Road, easterly to a point just east of Park Lane . Pending
development in the area will cause the construction of full-
width street improvements on the south side of the street, west
of Liberty Bell Road and east of Park Lane. When those street
improvements are constructed, the subject property will be the
only "bottleneck" in the immediate area, preventing the re-
striping of the street for six lanes of traffic .
B. AOC Project Funding
In order to eliminate this future "bottleneck" , the FY
1999/2000 Budget includes a project [Project No. 80061 to
construct the "off-site" street improvements along the frontage
of the subject property.

The project funding source is the Los Angeles Avenue AOC fund.
A summary of the current project budget and cost estimate for
the subject project is as follows :

C. Project Scope
The City retained the services of Hawks and Associates to
prepare plans and specifications for the subject project . That
design has been completed.
The project plans call for the construction of street widening
(additional pavement, curb, gutter and sidewalk) on the south
side Los Angeles Avenue just east of Liberty Bell Road, at the
former site of the Caltrans Maintenance Yard.
D. Right-of-Way
Caltrans is aware of the fact that an additional twenty-nine
feet (291 ) of street right-of-way is required along the
frontage of the subject property. It is their intent to
designate that additional street right-of-way in the near
future or as a part of the sale of the surplus property.
Caltrans has agreed to allow the City to proceed with the
construction of the off-site improvements prior to the
conveyance of the required additional street right-of-way.
E. Environmental Finding
The subject street improvements have been found to be
Categorically Exempt .
F. Caltrans Permit
Staff is in the process of obtaining a Caltrans Permit for the
construction of the project .

G. Schedule
It is the intent of staff to present bids to the City Council
for award of contract before August and have construction
completed by October.
H. Plans and Specifications
A copy of the plans and specs have been placed in the City
Council Office for your review.
STAFF RECOMMENDATIONS
Approve the plans and specifications for the subject project and
authorize staff to advertise for receipt of bids upon receipt of
the Caltrans Permit .
