Traffenstedt, ATCM/City Clerk DATE: April 26, 2000 (CC Meeting of 5/3/00) SUBJECT: Consider Resolution No. 2000- Establishing a Revised Classification Plan and Job Descriptions for Non- Competitive and Competitive Service Employees and Rescinding Resolution No. 99-1683 BACKGROUND At the City Council ' s meeting on April 5, 2000 , the Council approved a reorganization of ce-tair. finance and administrative services responsibilities, creation of an Admi.r.istrative Services Director position, change of Assistant City Mar.ager to Deputy City Manager position, and change in title from City Clerk to Assistant to City M.anacer/City Clerk. The corresponding Salary Plan amendments were approved at the Council ' s April 19 meeting, and the corresponding job descriptions are now proposed to be amended. DISCUSSION Attached to t.-iis report is a draft resolution that is proposed to establish a revised Classification Plan and Job Descriptions . Only those yob descriptions that are proposed to be revised at this time are included with the attached resolution (and proposed revisions are shown with legislative format--underlining and 1efz marg-in lines for new text and strikeout fcr deleted text , . The final resolution will include the entire Classification Plan, incluc:ng all job descriptions for Non-Competitive and Competitive Service Employees . Only the Assistant to the City Manager job descr_ptlon is proposed to be entirely deleted, and the essential functions of that pri= job description have been reassigned to cther oosit_on descriptions to reflect current work assignments . For example, the Community Services Director ]ob description has been amended -c reflect transit, solid waste and recycling responsibilities, and the new Deputy City Manager job description includes emergency preparedness and legislation monitoring functions previcusiy assigred ~o the 0001?0-' Honorable City Council April 26, 2000 Page 2 Assistant to the City Manager. The City Clerk' s job description has been revised to reflect the change in title and the additional risk management responsibilities . Other minor revisions to job descriptions are also proposed that reflect changes in supervision received for several positions . The Assistant City Manager job description is still included in case it' s utilized at some point in the future. The Administrative Services Manager job description has been revised to be more general, in the event This position is used in more than one Department . RESOLUTION NO. 2000 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A REVISED CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON- COMPETITIVE AND COMPETITIVE SERVICE EMPLOYEES AND RESCINDING RESOLUTION NO. 99- 1683 WHEREAS, the City Council adopted Resolution No. 99- 1683 on December 1 , 1999 , establishing a revised classification plan and job descriptions for Non-Competitive and Competitive Service employees ; and WHEREAS, the Council has determined that revisions to the classification plan are appropriate to create Deputy City Manager and Administrative Services Director job descriptions , revise the title and job description for City Clerk to Assistant to City Manager/City Clerk, and incorporate other corrections to job descriptions consistent with assigned responsibilities and duties . NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS : SECTION 1 . All job descriptions attached as Exhibit A to this resoluticn are hereby adopted as the City' s Classification Plan for all included employees in both the Non-Competitive and Competitive Service . SECTION 2 . The City Manager shall have the authority to make temporary additions or deletions to the Classification Plan in the interest of efficient and effective administration of the Plan . Such alterations shall not become an approved part of the Plan until adoption by City Council resolution. SECTION 3 . Resolution No. 99- 1683 is hereby rescinded . SECTION 4 . The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions . PASSED AND ADOPTED this day of 2000 . Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Four years of increasingly responsible experience in municipal administration, including one year of supervisory or lead responsibility . Training: Equivalent to a Bachelors degree from an accredited college or university with major course work in public administration, business administration, social services administration, economics, government or a related field. WORKING CONDITIONS Environmental Conditions : Office environment ; exposure to computer screens .
