SUBJECT: CONSIDER RESOLUTION NO. 2000 - AMENDING
RESOLUTION NO. 99 -1655 TO INCLUDE PRIMA FACIE
SPEED LIMITS FOR SPRING ROAD BETWEEN NEW LOS
ANGELES AVENUE AND TIERRA REJADA ROAD, AND
APPROVING THE POSTING OF SPEED LIMIT SIGNS
BACKGROUND
Section 40802 of the California Vehicle Code requires the
preparation of a traffic speed survey within the past five
years as a prerequisite to the enforcement of any speed law
with radar. Resolution No. 99 -1655 approved current speed
limits based upon a traffic speed survey prepared in July
1999.
Spring Road, between New Los Angeles Avenue and Tierra
Rejada Road, was the only arterial street left off the
survey. This was due to the road closure for the
construction of the bridge over the Arroyo Simi. The 45 MPH
signs posted on this street are based upon a speed survey
prepared in June of 1994.
After the bridge was opened to the public on March 15, the
City's consulting firm, Traffic Safety Engineers, conducted
a speed survey for Spring Road. That speed survey is
attached as Exhibit 121.

DISCUSSION
The recently prepared speed survey divided Spring Road into
two segments. The first is from New Los Angeles Avenue to
Peach Hill Road, and the second is from Peach Hill Road to
Tierra Rejada Road. The new speed survey supports the
current posted speed limit of 45 miles per hour on both
segments of Spring Road.
The purpose of the attached resolution is to delete Exhibit
`A' of Resolution 99 -1655, and replace it with a new
Exhibit `A' that incorporates the updated speed survey
data. All current speed survey data will be incorporated
into a single document.
STAFF RECOMMENDATION
Adopt Resolution No. 2000- approving the prima facie
speed limit, and approving the posting of 45 miles per hour
speed limit signs on Spring Road between New Los Angeles
Avenue and Tierra Rejada Road.

RESOLUTION NO. 2000-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING RESOLUTION
NO. 99 -1655 TO INCLUDE PRIMA FACIE SPEED
LIMITS AND THE POSTING OF SPEED LIMIT SIGNS
FOR THE PORTION OF SPRING ROAD BETWEEN NEW
LOS ANGELES AVENUE AND TIERRA REJADA ROAD
WHEREAS, Section 22358 of the California Vehicle Code
provides for the designation of speed limits by local
agencies; and
WHEREAS, Resolution 99 -1655 approved the speed limit
for certain streets as set forth in Exhibit `A' of that
resolution; and
WHEREAS, the posted speed limit for Segment 18: Spring
Road from New Los Angeles Avenue to Peach Hill Road, and
Segment 19: Spring Road between Peach Hill and Tierra
Rejada Road was based upon a speed survey performed in June
1994; and
WHEREAS, a new Engineering Speed Study has been
performed for those street segments.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Exhibit `A' of Resolution No. 99 -1655
is hereby deleted and replaced with a new Exhibit `A'
attached hereto and made a part hereof, reflecting the most
current speed survey data for the following street
segments:
Segment 18. Spring Road, from New Los Angeles
Avenue to Peach Hill Road.
Segment 19. Spring Road, from Peach Hill Road to
Tierra Rejada Road.
SECTION 2. The speed limit for the above street
segment shall remain unchanged, said speed limit being 45
miles per hour.

SECTION 3. The speed limits for all other street
segments also remains unchanged.
SECTION 4. The City Manager is hereby directed to
place and maintain speed limit signs to reflect the
approved speed limits set forth in Exhibit `A'.
SECTION S. The City Clerk shall certify and
execute the speed survey sheets for the street segments as
described in Section l., and incorporate said survey sheets
into the master file of speed survey information.
SECTION 6. The City Clerk shall certify to the
adoption of this resolution and shall cause a certified
resolution to be filed in the book of original resolutions.
PASSED AND ADOPTED this 17th day of May, 2000.

Outlined below, are results of radar speed surveys and engineering analysis for Spring Road
between New Los Angeles Avenue and Peach Hill Road, and between Peach Hill Road and Tierra
Rejada Road. These two segments of Spring Road were not surveyed as part of the City -wide
Traffic Speed Zone Survey and Engineering Study which was completed in July of 1999 due to
bridge construction and closure of Spring Road, south of New Los Angeles Avenue. The new
bridge is recently completed and Spring Road is opened for traffic.

The above radar speed surveys showed 85' percentile speeds of 48 MPH and 49 MPH for the two
south segments of Spring Road. Since these surveyed speeds are consistent with the existing posted
45 MPH speed limit, no change in speed zoning is therefore required.
