MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jessica Sandifer, Community Services Manager DATE: 12/05/2018 Regular Meeting SUBJECT: Consider a Cooperative Agreement with the State Department of Public Health and Agencies Applying Pesticides for Public Health Purposes BACKGROUND & DISCUSSION A Cooperative Agreement between the City and the California Department of Public Health must be renewed annually to meet certain reporting and certification requirements in the California Health and Safety Code that apply to the City’s Mosquito and Vector Control Division program. The Cooperative Agreement was established between the State and local agencies to streamline regulation of vector control programs by exempting them from some of the more costly and time-consuming regulations that are more appropriate for other pesticide uses, such as agricultural application and commercial pest control. The Cooperative Agreement, attached, allows the County Agricultural Commissioner to review the City’s pesticide application records and inspect the City’s mosquito and vector control facilities. The alternative to the Cooperative Agreement would be for the City to follow a much stricter standard for application of pesticides, one that may exceed the standards deemed necessary and appropriate for the control of vector-borne diseases by the State Department of Health Services and other public health agencies. This Agreement has the same language and terms as the previous Agreements. FISCAL IMPACT None. STAFF RECOMMENDATION Approve the 2019 Cooperative Agreement and authorize the Mayor to execute the Agreement on behalf of the City.
