SUBJECT: Consider Changing the Name of That Portion of Science
Drive Between New Los Angeles Avenue and Tierra Rejada
Road from Science Drive to Miller Drive
DISCUSSION
A. Background
• On January 5 the City Council first discussed the subject
action.
• On February 2 the City Council considered a staff report
describing the process required to change the name of a
street.
• On April 5 the City Council directed that the name of the
subject street segment be changed from Science Drive to
Miller Drive, and directed staff to proceed with the process
required to effect that action.
B. Authority
Section 34091.1 of the Government Code of the State of
California provides that the name of any street within a City
may be changed by adoption of a City Council Resolution.
C. Public Notice
A public hearing is not required in order for the City Council
to take the subject action. However, a letter (Exhibit 1)
advising of the City's intent to take that action was sent to
all affected property owners and public agencies (see list
attached as Exhibit 2).

D. Fire Department Approval
The Fire Department was advised of the proposed action. No
objection was received.
E. Resolution: Street Name Change
Attached as Exhibit 3 is a Resolution changing the name of the
subject segment to Miller Drive. The Resolution directs the
City Clerk to forward a copy of the Resolution to the County
Board of Supervisors as required by Section 34091.1 of the
Government Code.
F. Fiscal Impact
A summary of the estimated costs related to this action is as
follows:

It should be noted that the overhead illuminated street name
signs at the intersection of New Los Angeles Avenue and
Science Drive will have to be replaced with a larger sign to
accommodate two street names (SCIENCE DRIVE > northbound and
MILLER DRIVE > southbound] . The replacement of these signs
will require a Caltrans permit. The Caltrans permit will
require plans revising the traffic signal design, prepared in
accordance with Caltrans requirements.
The developers of the properties within the Carlsberg Specific
Plan have or will pay fees to be deposited into the Traffic
Mitigation Fund. It is recommended that this project be funded
by that source. Alternate funding sources include: General
Fund, Gas Tax Fund, TDA Article 8 (Local Transportation).
Attached as Exhibit 4 is a Resolution amending the Budget to
create Project 8029 to fund, and account for the costs
associated with this project.

STAFF RECOMMENDATION
1. Adopt Resolution No. 2000- changing the street name for
the subject street segment.
2. Adopt Resolution No. 2000- amending the FY 1999/2000
Budget by adding Project 8029 to fund costs associated with
the changing of the name of Science Drive to Miller Drive
[Fund 2002: Traffic Mitigation Fund]

To Consider Changing the Name of a Street
From Science Drive to 'Miller Drive
Dear Sir or Madam:
During a Public Meeting to commence at 6:30 p.m. on May 17, 2000, the City Council will
consider taking formal action to change the street name for that portion of Science Drive
between New Los Angeles Avenue and Tierra Rejada Road. If the recommended action is
approved, the new street name for this street segment will be Miller Drive.
The purpose of this letter is to advise you of the subject Public Meeting and of the above
described proposed action. If you have any questions: or concerns about the proposed action,
please contact the undersigned at your convenience in writing, or by telephone at (805) 529-
6864, Ext. 255. Be advised that you may provide written comment on the matter to the City
Clerk at any time prior to the public meeting. Also be advised that you may speak on the matter
before the City Council during the subject meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, CHANGING THE STREET
NAME FOR THAT PORTION OF SCIENCE DRIVE SOUTH
OF NEW LOS ANGELES AVENUE, FROM SCIENCE DRIVE
TO MILLER DRIVE
WHEREAS, Section 34091.1 of the Government Code of the State
of California provides that the name of any street within a City
may be changed by the City Council of that City upon adoption of a
Resolution ordering such a change; and
WHEREAS, it has been proposed that the name of that portion
of Science Drive between New Los Angeles Avenue and Tierra Rejada
Road, as shown on Exhibit 'A' attached hereto and made a part
hereof, be changed; and
WHEREAS, a public meeting was scheduled for May 17, 2000, to
consider such action and all known affected parties and public
agencies were notified in writing of said public hearing and of
the above mentioned proposed action; and
WHEREAS, said public meeting was held and all written and
oral testimony on the matter was received and considered.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The name for that portion of Science Drive between
New Los Angeles Avenue and Tierra Rejada Road (see Exhibit 'A') is
hereby changed to Miller Drive.
SECTION 2. The City Clerk is directed to forward a copy of
this Resolution to the Board of Supervisors of the County of
Ventura, in accordance with the requirements of Section 34092 of
the Government Code of the State of California.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.

RESOLUTION NO. 2000 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE FY
1999/2000 BUDGET BY ADDING PROJECT 8029 TO
FUND COSTS ASSOCIATED WITH THE CHANGING OF
NAME OF SCIENCE DRIVE TO MILLER DRIVE [FUND
2002: TRAFFIC MITIGATION FUND]
WHEREAS, on June 23, 1999, the City Council adopted the
Budget for Fiscal Year 1999/00; and
WHEREAS, a staff report has been presented to the City
Council requesting a budget increase in the aggregate amount of
$10,000; and
WHEREAS, Exhibit "A ", attached hereto and made a part hereof,
describes said budget amendment and its resultant impacts to the
budget line item(s) .
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget amendment in the aggregate increase
of $10,000 as more particularly described in Exhibit "A ", is
hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
