Gilbert, Director of Public Works DATE: May 5, 2000 (Council Meeting 5- 17 -00) SUBJECT: Consider Changing the Name of That Portion of Science Drive Between New Los Angeles Avenue and Tierra Rejada Road from Science Drive to Miller Drive DISCUSSION A. Background • On January 5 the City Council first discussed the subject action. • On February 2 the City Council considered a staff report describing the process required to change the name of a street. • On April 5 the City Council directed that the name of the subject street segment be changed from Science Drive to Miller Drive, and directed staff to proceed with the process required to effect that action. B. Authority Section 34091.1 of the Government Code of the State of California provides that the name of any street within a City may be changed by adoption of a City Council Resolution. C. Public Notice A public hearing is not required in order for the City Council to take the subject action. However, a letter (Exhibit 1) advising of the City's intent to take that action was sent to all affected property owners and public agencies (see list attached as Exhibit 2). Resolution: Street Name Change Attached as Exhibit 3 is a Resolution changing the name of the subject segment to Miller Drive. The Resolution directs the City Clerk to forward a copy of the Resolution to the County Board of Supervisors as required by Section 34091.1 of the Government Code. F. Fiscal Impact A summary of the estimated costs related to this action is as follows: Description 1 Change street name signs 2 Design for sign replacement at New Los Angeles Avenue 3 Change illuminated signs at traffic signals 4 Inspection 5 Administration Total Staff Time Direct Costs 800 1,700 6,500 1,000 1,000 1,000 10,000 It should be noted that the overhead illuminated street name signs at the intersection of New Los Angeles Avenue and Science Drive will have to be replaced with a larger sign to accommodate two street names (SCIENCE DRIVE > northbound and MILLER DRIVE > southbound] . The replacement of these signs will require a Caltrans permit. The Caltrans permit will require plans revising the traffic signal design, prepared in accordance with Caltrans requirements. The developers of the properties within the Carlsberg Specific Plan have or will pay fees to be deposited into the Traffic Mitigation Fund. It is recommended that this project be funded by that source. Alternate funding sources include: General Fund, Gas Tax Fund, TDA Article 8 (Local Transportation). Attached as Exhibit 4 is a Resolution amending the Budget to create Project 8029 to fund, and account for the costs associated with this project. If the recommended action is approved, the new street name for this street segment will be Miller Drive. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The name for that portion of Science Drive between New Los Angeles Avenue and Tierra Rejada Road (see Exhibit 'A') is hereby changed to Miller Drive. SECTION 2. The City Clerk is directed to forward a copy of this Resolution to the Board of Supervisors of the County of Ventura, in accordance with the requirements of Section 34092 of the Government Code of the State of California. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget amendment in the aggregate increase of $10,000 as more particularly described in Exhibit "A ", is hereby approved. SECTION 2.
