The City Council is being asked to approve the implementation of a $20 (twenty dollar) Summer Bus Pass for Moorpark youth. If approved, this resolution would authorize the City Manager to approve special promotional fare offers, discounts or passes for the purpose of promoting public transit. The other transit fares in the resolution are unchanged. The City bus service began in 1989. The City of Moorpark Bus service is funded with TDA (Transportation Development Act) funds for operating costs and FTA funds for 800 of capital costs. Offering special promotions to encourage ridership is a common and appropriate activity. This proposed resolution establishes that a special fare offering such as the Summer Bus Pass for Youth may be implemented administratively from time to time. Currently Moorpark City Transit averages 85 riders per day. The Summer Bus Pass is a special rate that may encourage youth in Moorpark to gain access to summer programs and activities. Attractive destinations may include the Arroyo Vista Recreation Center, the Boys and Girls Club, Moorpark College, the Movie Theater, and the library. The Moorpark bus connects to the regional VISTA bus system connecting Moorpark to the beach and other destinations in Ventura County. STAFF RECOMMENDATION (Roll Call Vote) Staff recommends adoption of Resolution No. 2000- establishing bus fares, and rescinding Resolution 99 -1567. 00018,3 RESOLUTION NO. 2000- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 99 -1567, AND ESTABLISHING THE FARES FOR THE CITY TRANSIT BUS. WHEREAS, it is appropriate for the City to establish fees and charges for City services which fully reimburse the City for the associated services, unless specified otherwise by the City Council; and WHEREAS, the City provides fixed route bus service throughout the residential and commercial areas of the City; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The regular fare for a one -way bus ride is $1.00. SECTION 2. The student fare, ages 5 through 20 years, for a one -way bus ride is $1.00 SECTION 3. The senior fare for an elderly person aged 62 or older, for a one -way bus ride is 40G. SECTION 4. The disabled/handicapped fare for persons with disabilities, for a one -way bus ride is 40�. SECTION 5. Children aged four and younger ride free. SECTION 6. The City paratransit fare for a one way ADA Subsidized Taxi ride within the City is $1.50. SECTION 7. The City Manager is authorized to establish special promotional fare offers, discounts, or passes from time to time, such as a Summer Youth Pass, or a Rider Appreciation Day fare holiday, for the purpose of promoting public transit ridership. SECTION 8. That Resolution No. 98 -1567 is hereby rescinded as of the effective date of this resolution. 000184 SECTION 9. This Resolution shall become effective June 1, 2000 and shall remain in effect until rescinded by the City Council. SECTION 10. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original Resolutions. PASSED AND ADOPTED this 17`h day of May, 2000.
