The improvement options proposed and analyzed in the Draft Initial Study /Environmental Assessment reflect a piece -meal approach to this regionally sensitive transportation corridor including resident, property owner and community concerns related to the corridor. The current segmentation approach fails to identify the reasons for improvement or identify a nexus between the piece -meal improvements and over all impacts and user need for the proposed highway improvement. Level of Environmental Review Insufficient: The Initial Study and the proposal to issue a Negative Declaration for the proposed project does not provide a sufficient level of analysis of environmental issues and impacts related to the options presented. The environmental document should be amended to include but not limited to the following: • The document should discuss more fully regional traffic impacts, identifying regional generators, types of trips, existing vs. improved conditions, and a truck survey to determine type, size, weight, frequency of travel and destination. • Lane configuration should be full preferred option. y justified for the • The impacts at other intersections east and vest of the SR- 118/34 location resulting from the preferred improvement have not been identified. • - Identification of the relationship between planned improvements and the Ventura County citizen adopted initiatives for preservation of Open Space and Agricultural Lands has not been identified. • The impact and its duration to local businesses in Moorpark, Somis, Saticoy, and Ventura occurring during the period of construction of the proposed improvement has not been identified. • Identify impacts and mitigation measures related to adjacent agricultural lands. 00i Robert W.
