provide capacity adequately address safety issues, and respond
to environmental impacts. The improvement options proposed and
analyzed in the Draft Initial Study /Environmental Assessment
reflect a piece -meal approach to this regionally sensitive
transportation corridor including resident, property owner and
community concerns related to the corridor.
The current segmentation approach fails to identify the reasons
for improvement or identify a nexus between the piece -meal
improvements and over all impacts and user need for the proposed
highway improvement.
Level of Environmental Review Insufficient:
The Initial Study and the proposal to issue a Negative
Declaration for the proposed project does not provide a
sufficient level of analysis of environmental issues and impacts
related to the options presented. The environmental document
should be amended to include but not limited to the following:

traffic impacts, identifying regional generators,
types of trips, existing vs. improved conditions, and
a truck survey to determine type, size, weight,
frequency of travel and destination.
