SUBJECT: Consider Public Art Notice of Final Acceptance for the Police
Services Center Public Art Project (C0015)
BACKGROUND & DISCUSSION
On November 4, 2015 the City Council awarded the contract for the Police Services
Center Public Art Project (C0015) to Heath Satow Sculpture (Heath Satow) for
$145,000, which included an artist’s fee of $20,000. The sculpture, titled “Thin Blue
Line”, was installed on October 15, 2018 and a dedication ceremony was held on
October 25, 2018. There were no change orders or performance bonds for this project.
Heath Satow has satisfactorily completed all work and staff is requesting that the City
Council formally accept the sculpture and authorize the City Manager to sign the Final
Acceptance notice (Attachment).
FISCAL IMPACT
No fiscal impact associated with the recommended actions.
STAFF RECOMMENDATION
Approve notice of Final Acceptance of Police Services Center Public Art Project, and
authorize the City Manager to sign the notice, subject to final language approval of the
City Manager.

This letter serves as notice of completion and final acceptance by the City of Moorpark of the
public art piece titled Thin Blue Line, located at the Moorpark Police Services Center (610
Spring Road). The City wishes to thank you, and all those involved in the development of the
sculpture, for your dedication and hard work in bringing the piece to fruition. The Thin Blue
Line will contribute to the quality of life in our community for years to come.
