SUBJECT: Consider Award of Contract to Venco Western and
Sunridge Landscape Services for Landscape Maintenance
Services
SUMMARY
The City recently requested bid proposals for landscape services
for Landscape and Lighting Assessment District, Zone 12
(Specific Plan 92 -1). The City Council is being asked to award
a contract to the lowest qualified bidder, Venco Western, Inc.,
at an annual cost not to exceed $45,342.00. In addition to Zone
12 landscaping, the City Council is being asked to award a
contract to Sunridge Landscape Services for maintenance of all
other City owned landscaped areas.
BACKGROUND
Sunridge Landscape Services, the City's current landscape
contractor, has provided landscape maintenance services to the
City since 1988. In 1996, the City solicited bid proposals for
citywide landscape services, and a three -year agreement was
awarded to Sunridge as the lowest qualified bidder. In 1999, the
Council extended Sunridge's agreement an additional year.
The City's Agreement with Sunridge covers maintenance of all
City landscaped areas in parks, parkways and medians, and other
miscellaneous properties including, but not limited to, the
Metrolink Station and the rental house at 661 Moorpark Avenue.
Additionally, the Agreement requires Sunridge to clean and stock
park restrooms and open the gates at AVCP and the Shadyridge
Buffer Zone, Monday through Friday. During the entire term of

the Agreement, Sunridge received no cost -of- living increases or
rate adjustments.
Sunridge has carried out its contract obligation in a more than
satisfactory manner, and has demonstrated on numerous occasions
a willingness to assist the City by performing beyond its
contractual responsibilities.
DISCUSSION
With the completion of the landscape improvements within
Specific Plan 92 -1 and the successful formation of Landscape and
Lighting Assessment District - Zone 12, the City will shortly
acquire maintenance responsibilities for certain parkways and
medians. While City staff believes Sunridge has provided the
City with good services at competitive prices, the addition of
the new Zone offered a good opportunity to solicit cost
proposals from other landscape contractors and potentially test
the services of the successful low bidder, prior to bidding out
the entire City landscaping.
The City received proposals from three contractors for the
maintenance of Zone 12:

Venco Western is the lowest qualified bidder. It currently
provides landscape services to a number of public agencies
including City of Thousand Oaks, Conejo Recreation and Parks
District, City of Calabasas, City of Fillmore, City of
Carpinteria, and City of Ventura. Each of these agencies was
contacted by staff and each indicated that Venco performs
satisfactorily. Venco has indicated that it can begin
performance of maintenance service in Moorpark on July 1, 2000.
It is therefore recommended that the Council award a one -year
contract to Venco Western.
As stated above, the City's contract with Sunridge Landscape
Services expires at the end of the current fiscal year. Staff
is recommending that the City enter into a one -year contract
with Sunridge to provide all other City landscape maintenance

services. Sunridge has forgone any cost of living increase for
the past five years. The monthly price schedule included in the
proposed agreement has been adjusted five percent. This amount
has been addressed in the draft FY 2000/01 budget.
STAFF RECOMMENDATION
Approve an agreement with Sunridge Landscape Services, Inc., and
Venco Western Inc., for landscape maintenance services and
authorize the Mayor to execute the agreements on behalf of the
City.
