SUBJECT: Consider Bids for the Construction of a Storm Drain
Lateral on Los Angeles Avenue East of High Street

A. Background
1. About one year ago the City entered into a Cooperative
Agreement with Caltrans regarding the relinquishment, to the
City, of that portion of Los Angeles Avenue east of High
Street. This street segment was finally relinquished to the
City on February 28, 2000.
2. The Relinquishment Agreement provided for a Caltrans payment
to the City of $1,116,000. That payment has been received.
Said amount fully satisfies an obligation by Caltrans to
upgrade the street to a ten year life.
3. A portion of the above mentioned in -lieu payment will fund
the subject storm drain project. A project scheduled for
this summer to construct an asphalt overlay east and west of
the future Los Angeles Avenue East Widening Project, will
also be funded by a portion of the above mentioned in -lieu
payment. The remainder of that in -lieu payment will be
applied to the future Los Angeles East Widening Project.

5. The City retained the services of a consultant to prepare
the civil engineering design for the construction of a storm
drain lateral to "fix" the problem. That design was
undertaken and completed.
6. On May 3, 2000, the City Council approved the plans and
specifications for the subject project and authorized staff
to advertise for receipt of bids.
B. Project Scope
The project calls for the construction of a storm drain inlet
at the "problem" location, and a 12" storm drain [approximately
ninety feet (901) long] from that new inlet to an existing
storm drain located on the north side of the street.
C. Bid Results
Bids for the subject project were received and opened on June
6, 2000. The apparent low bidder is Wear Construction Company,
with a bid of $18,901.00. A summary of the bid results is
attached as Exhibit 1.
D. Bidder Qualifications
It has been determined that the apparent low bidder, Wear
Construction Company, is qualified to perform the work. Said
bidder has confirmed that their bid is valid and that they are
prepared to proceed with the construction of the project.
E. Fiscal Impact
1. Construction Cost Estimate: The estimated cost of
construction is summarized as follows:
Bid Amount: $18,901
Contingency (15 %): $ 2,899

total project is summarized as follows:
Design: $ 7,050
Construction: $21,800

3. Funding Source: The construction of the subject storm drain
is actually Phase 1 of the Los Angeles Avenue Rehab Project
[Project 8025]. That project is funded by the Los Angeles
Avenue AOC Fund. The above mentioned in -lieu payment from
Caltrans was deposited into the L. A. Avenue AOC Fund.
4. Current Budget Amount: A summary of the current total budget
amount for Project 8025 is a follows:

** Year -end balance will be carried over to FY 2000/01. Additional
appropriations in FY 2000/01 will be required to fully fund L. A.
Avenue Pavement Rehabilitation [Asphalt Overlay] Project.
F. Schedule
It is anticipated that construction will commence in July and
be completed in August.
RECOMMENDATIONS
1. Award a contract to Wear Construction Company in the amount of
$18,901 for the construction of the subject project.
2. Approve a contingency for the project in the amount of $2,899
[15 % +) and authorize the City Manager to approve additional
work, if required, for a cost not to exceed said contingency.
3. Authorize the City Manager to sign necessary contract
documents.
