SUBJECT: Consider an Extension to the City's Agreement with Coach USA for Fixed Route
Bus Service.
DISCUSSION
The City Council is being asked to consider a three -month extension
of its Agreement with Coach USA /Antelope Valley Bus, to continue to
operate the City Transit bus service. Coach USA is the City's
current bus operator. The purpose of the extension is to allow for
additional time to evaluate the responses received to the City's
recent bus service Request for Proposals.
The City recently sought proposals from qualified firms for the
operation of a fixed route; maintenance of the bus fleet,
consisting of two City -owned buses (one route bus and one backup);
and the inclusion of an additional backup to service the City's
transit needs. Additionally, the RFP asked respondents to include
scenarios for alternative levels of service including extending
weekday hours and the operation of two buses to reduce headways
from one hour to 30 minutes.
In order to thoroughly evaluate the proposals, the various service
options, and the potential impact of the options on the City's
farebox ratio, staff is requesting additional time. It is
anticipated that staff will meet with the Transportation and
Streets Committee in July and will be prepared to make a
recommendation to the City Council at the second meeting in August.
