SUMMARY The City is in receipt of a letter from Mrs. Kilgore (attached) requesting a reduction or waiver of park rental fees to host a tennis tournament to benefit the Parent Project for Muscular Dystrophy Research. Approval of Mrs. Kilgore's request would be consistent with the City Council's approval of Mrs. Lucky's waiver request in October 1999, to host a tennis tournament to benefit the American Cancer Society. DISCUSSION Mrs. Kilgore is a resident of Moorpark. She is a member of a national organization called Parents Project for Muscular Dystrophy Research, and is planning to hold a tennis tournament to benefit the organization. Mrs. Kilgore indicates that the organization is a tax - exempt, non - profit group. Mrs. Kilgore plans to hold the tournament on Saturday, August 26 at AVCP. She hopes to attract 150 to 200 participants. In addition to six tennis courts, she is asking for the use of the �I1111 Tennis Court Fee Waiver Request Page 2 park's only picnic pavilion. She also plans to have other activities, including a moonbounce and speed gun contest. In October 1999, the City Council approved a fee waiver request for a tournament to benefit the American Cancer Society. The individual making the request was not a Moorpark resident, but was a member of the Moorpark Tennis Club. The Club had indicated that it would sponsor the tournament. Prior to the October action, it had been the Council's policy to consider the waiver of park fees for Moorpark non - profit groups only, on a case -by -case basis, and when the proceeds were to benefit the Moorpark community. This would be consistent with the fee waivers approved for Kiwanis and Moorpark Girls Softball. On May 18, 2000, the City Council approved a tennis tournament fee schedule designed to make it less costly to hold tennis tournaments at AVCP, while insuring that the City recovered any direct costs and costs for wear and tear of the courts. This new fee, $120.00 per day, is available to Moorpark non - profit groups only. A Moorpark non - profit group may host a tournament no more than four times per year. Mrs. Kilgore indicates that the tournament she is planning will be sponsored by the Moorpark Tennis Club. This has been confirmed with the Tennis Club President. Therefore, staff recommends that the Council offer Mrs. Kilgore and the Tennis Club the reduced tournament rate of $120.00 per day. It is anticipated that the City will be conducting tennis classes through its recreation program on the date planned for Mrs. Kilgore's tournament. Therefore, at least three courts must be set aside for these classes, leaving five courts available for the tournament (if less than three courts are needed, six can be made available for the tournament). Once the classes have been concluded for the day (approximately 1 p.m.), Mrs. Kilgore may have use of six courts as she has requested. Additionally, Mrs. Kilgore is requesting the use of the only picnic pavilion at AVCP. The hourly rate for Moorpark non - profit groups for use of the pavilion is $10. Since this is the only pavilion at the park and it is in high demand (there is rarely a weekend when the pavilion is not rented), staff recommends that the Council not grant the request to waive the fee for the pavilion, since it would be forgoing revenue it would otherwise M: \MLindley \PARKS \tennis tournament fee waiver ccagd_.doc 000008 Tennis Court Fee Waiver Request Page 3 receive. Foregoing this revenue could be considered a direct cost to the City and would set precedence. Mrs. Kilgore should be asked to pay the nominal hourly fee. STAFF RECOMMENDATION 1) Approve a fee reduction for use of the tennis courts ($120.00 non - profit tournament rate) and 2) deny the waiver or reduction of fees for the pavilion at AVCP on August 26, 2000, for the Parents Project for Muscular Dystrophy Research and the Moorpark Tennis Club. Members: R LEE �EIV LE' D Z 2000 CkTy CLFRK'S DERARTPY?ENT As a resident of Moorpark for the past 12 years and on behalf of the Parent Project for Muscular Dystrophy Research, I would like to request a reduction or waiver of fees for the use of park facilities at Arroyo Vista for a fundraising event to be held on August 26, 2000 from 8:00 a.m. to 2:00 p.m. The Parent Project is a group of parents whose sons have Duchenne Muscular Dystrophy. This disease takes away our boys' muscle strength. Without a cure, they will eventually be in wheelchairs and have shortened lives, often less than 20 years. Our mission is to raise money to fund research for a cure or treatment for this fatal childhood disease. The Parent Project is a tax- exempt, non -profit organization under section 501 (a) of the Internal Revenue Code, DLN 1705322777101.8, and all donations are tax- deductible. Enclosed please find a brochure which explains more about Duchenne Muscular Dystroph}, and the mission of the Parent Project. The event; a tennis tournament, barbecue and family fun day; will be geared toward residents of Moorpark of all ages. The tennis tournament will be sponsored in part by the Moorpark Tennis Club and participants will be sought from the club, the Moorpark High School boys and girls tennis teams, the Moorpark Tennis Academy, and the Seniors USIA program. In addition to the tournament from 8 :00 a.m. to 1:00 p.m., a tri- tip /chicken barbecue will be provided by the Lion's Club beginning at 11:30 a.m. Family fun activities including a moonbounce, speed gun contest, and raffle prizes will also be available. The barbecue and family fun activities will be open to all residents of Moorpark, and we hope to draw 150 to 200 people. In order to hold this event; I would like to reserve 6 tennis courts from 8:00 a.m. to 1:00 p.m., and the picnic pavilion from 8 :00 a.m. to 2:00 p.m. All money raised will go directly to the Parent Project, and any reduction in rental fees would be greatly appreciated.
