SUBJECT: Consider Response to the County of Ventura Public
Works Agency Regarding the Revised Draft Environmental
Impact Report [SCH- 99031069] Related to the Santa
Clara Avenue and Central Avenue Widening Project.
BACKGROUND
A Draft Environmental Impact Report for the subject project was
prepared in October 1999, and circulated for public review
through January 5, 2000. At the time of the comment period for
the initial Draft EIR a letter was sent to the County that no
comment would be provided. Based upon public comments received,
the Draft EIR was revised (June,2000) and is being re- circulated
for public comment.
The proposed project consists of the widening of Santa Clara
Avenue from Auto Center Drive in Oxnard to the intersection with
SR -118 in the Saticoy area, and the widening of Central Avenue
between US Highway 101 and approximately one - quarter mile west
of Santa Clara Avenue. [ See attached maps for location]
The revised Draft EIR was received on June 19, 2000, which began
the public comment period and which will end August 4, 2000.
The Ventura County Environmental Review Committee (ERRC) will
consider the technical adequacy of the Draft EIR in a public
hearing at 1:30 P.M. on August 9, 2000.
DISCUSSION
The proposed improvements to Santa Clara Avenue and Central
Avenue will consist of the addition of two travel lanes (one in
each direction) to each of these transportation facilities,
resulting in each roadway becoming four lane streets. Santa
Clara Avenue extends south from SR -118 (Saticoy area) crosses US

Highway 101 in Oxnard and connects to Rice Avenue and to the US-
101 ramps at that junction. Central Avenue connects to a full
diamond interchange in west Camarillo.
The revised Draft EIR indicates that the purpose of the proposed
project is to reduce the frequency and severity of accidents and
to retain an acceptable level of service on both of the
identified roadways. In addition to provision of one additional
lane in each direction, bike lanes and limited roadside drainage
improvements may be considered if sufficient funding is
available.
The EIR concludes that this project will improve the Level of
Service (LOS), therefore reducing congestion and decreasing
accidents. Additionally, the Ventura County General Plan which
establishes an LOS D as the minimum acceptable standard would be
implemented.
A copy of the Revised Draft EIR is available for review at the
office of the Director of Community Development.

REVISED DRAFT ENVIRONMENTAL IMPACT REPORT Central Services

The County of Ventura Public Works Agency has conducted an environmental impact
review for the proposed Santa Clara Avenue and Central Avenue widening project. The
proposed project involves the reconstruction and widening of Santa Clara Avenue between
Auto Center Drive and SR 118 and Central Avenue between U. S. 101 and approximately
1/4 mile west of Santa Clara Avenue. Minor improvements are included on SR 118 and
within the Cities of Camarillo and Oxnard. The significant environmental effects of this
project are limited to loss of farmland, construction noise, and growth- inducement.
A Draft Environmental Impact Report (October 1999) was prepared and released for public
review between November 16, 1999 and January 5, 2000. Based on comments received on
the original report, a Revised Draft Environmental Impact Report (June 2000) has been
prepared and is being recirculated for public review. Comments received on the original
Draft Environmental Impact Report (October 1999) will remain part of the administrative
record, but written responses will not be included in the Final Environmental Impact Report.
New comments need to be submitted in response to the recirculated Revised Draft
Environmental Impact Report (June 2000) for inclusion in the Final Environmental
Impact Report.
Revisions made to the original Draft Environmental Impact Report (October 1999) and
included in the Revised Draft Environmental Impact Report (June 2000) include
incorporation by reference the Final Environmental Impact Report for Comprehensive
Amendment to the Ventura County General Plan and Zone Change No. Z -2806 (Ventura
County Resource Management Agency, 1988) and the Final Supplemental Environmental W
Impact Report for General Plan Amendment, Transportation/Circulation Goals and Policies >,
(Ventura County Resource Management Agency, 1994). In addition, information has been W
included based on meetings and concerns of the El Rio Municipal Area Committee and the W
Save Our Somis organization. Interim improvements have been summarized, signalization
of the Friedrich Road /Santa Clara Avenue intersection has been included, and judicial
findings have been summarized regarding concerns of segmenting a SR 118 widening

for $4.35 each or $9.10 including shipping at the above address. Recipients of the original
Draft Environmental Impact Report (October 1999) will receive revised reports at no
charge. The report is also available for review at the Camarillo Library, El .Rio -Soliz
Library, Oxnard Library, and County of Ventura "Transportation Department counter in the
Hall of Administration.
In addition, the Environmental Report Review Committee (ERRC) will consider the
technical adequacy of the document in a public hearing at 1:30 p.m. on August 9, 2000 in
Room 311, Hall of Administration, 800 S. Victoria Avenue, Ventura, CA 93009.
Public input on these matters is encouraged. However, all public comments must be focused
on the project's environmental effects only and whether they have been adequately
considered by the Public Works Agency which is responsible for administering the project.
Comments made at the January 12, 2000 ERRC hearing will be included in the
administrative record, however, if you challenge the action taken on the project described
in this notice in court, you may be limited to raising only those issues which were raised at
the public hearing described in this notice for the Revised Draft Environmental Impact
Report (June 2000), or in written correspondence delivered to the County of Ventura
Transportation Department during the public review period or Ventura County Planning
Division at /or prior to the public hearing.
