Traffenstedt, ATCM /City Clerk �✓ DATE: July 12, 2000 (CC Meeting of 7/19/00) SUBJECT: Consider Amending the Salary Plan for Competitive Service, Non - Competitive Service, and Hourly Employees and Rescinding Resolution No. 2000 -1732 BACKGROUND AND DISCUSSION During the City Council's Fiscal Year 2000 -2001 Budget deliberations, there was discussion regarding new positions to be created and funded, and changes to various recreation position descriptions and salary ranges. The City's Salary Plan now needs to be revised to reflect position funding in the Fiscal Year 2000- 2001 Budget, including incorporation of a 2 percent cost -of- living salary increase and a 10th and 11th step to each salary range as agreed to in the Memorandum of Agreement between the City of Moorpark and the Service Employees International Union AFL -CIO, CLC, Local 998 (approved in July 1999 and as subsequently amended by an Addendum dated May 18, 2000). Attached to this report is a draft resolution that would implement revisions to the City's Salary Plan, consistent with the approved Fiscal Year 2000 -2001 budget, as follows: Revisions to the Salary Plan are required to add non- competitive service position salary ranges for Information Systems Manager at Range 65 and Information Systems Supervisor at Range 60, add a competitive service position salary range for Administrative Services Technician at Range 46, add an hourly position salary range for Teen Coordinator at Range 39, change the hourly salary range for Recreation Leader III to Range 32, change the hourly salary range for Recreation Leader II to Range 22, change the hourly salary range for Recreation Leader I to Range 14, add an hourly position salary range for Recreation Aide at Range 6, implement a two percent (20) cost - of- living salary increase, add two additional steps (Step J and Step K) to the Salary Tables, and increase by one -half percent (.50) the deferred compensation payment to be paid to regular full -time and part -time employees. 000214 Honorable City Council July 7, 2000 Page 2 New job descriptions are under preparation for the Information Systems Manager, Information Systems Supervisor, Administrative Services Technician, and Teen Coordinator. Minor changes to job descriptions for various recreation positions are also needed. Only one Information Systems staff position has been created with the current budget; however, two separate position descriptions will be created to allow for flexibility in recruitment and hiring. Staff's intent is to schedule consideration of revisions to the City's Classification Plan and Job Descriptions for the September 6, 2000 regular meeting. STAFF RECOMMNDATION 1. Adopt Resolution No. 2000- 2. Direct staff to schedule consideration of revisions to the City's Classification Plan and Job Descriptions for September 6, 2000, to implement corrections related to the new Salary Plan. The corresponding salaries for the ranges established in Section 1 are attached hereto and incorporated herein as "Bi- Weekly Salary" and "Hourly Salary" Tables. SECTION 3. The Salary Plan is based on ranges of two and one - half percent (2.50) and step increases of two and one -half percent (2.50) structure with eleven (11) steps. The salary is based on a bi- weekly (80 hours) rate. The annual rate is calculated by multiplying the bi- weekly rate by twenty -six (26) pay periods. The monthly rate is calculated by dividing the annual rate by twelve (12) months. The hourly rate is calculated by dividing the bi- weekly rate by eighty (80) hours. SECTION 4. Effective with the payroll period beginning July 1, 2000, City shall pay a deferred compensation contribution into a City approved deferred compensation program, for enrolled regular full -time and regular part -time employees, and the contribution amount shall be as follows: City Manager - Two and one -half percent (2.S%) of gross base salary, Department Head positions - two percent (2 %) of gross base salary, and all other Management and Competitive Service regular full -time and regular part -time positions - One and one -half percent (1.5 %) of gross base salary. SECTION 5. Effective with the payroll period beginning July 1, 2000, City shall pay compensation to non - competitive and competitive service employees at the rate of thirty cents ($.30) per hour for all hours actually worked, including vacations and City holidays, but not for any other time off (sick leave, disability, etc.) for up to forty (40) hours per week for those employees with the demonstrated ability to effectively speak and understand Spanish. Qualification for this pay shall be determined by the City Manager at his /her sole discretion. SECTION 6. Implementation of salary adjustments for positions noted in Section 1 herein shall be limited by the performance review system. Employees shall be evaluated prior to their anniversary date, and salary adjustments shall be effective as of 111 `� Resolution No. 2000 - Page 4 the first day of the pay period in which the anniversary date occurs. SECTION 7. The implementation of this Salary Plan shall be applicable to the payroll period beginning July 1, 2000. SECTION 8. Resolution No. 2000 -1732 is hereby rescinded in its entirety. SECTION 9. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions.
