SUBJECT: Consider Change of Deputy City Manager to Assistant
City Manager Position
BACKGROUND:
The former Assistant City Manager (ACM) position was modified to
a Deputy City Manager position in April 2000. This was done in
conjunction with the creation of the Director of Administrative
Services position and modification of the City Clerk position to
an Assistant to the City Manager (ATCM) /City Clerk position and
accompanying reassignment of certain responsibilities.
DISCUSSION:
Over the past few years, a number of adjustments have been made
to several positions to reflect shifting priorities and budget
constraints. These changes resulted in no additional positions
or reduction in overall workload but attempted to allow more
focus on certain responsibilities, recognized increased
responsibilities assumed by employees in those positions, and
regrouping of assignments. It was with this in mind that the
Director of Administrative Services position was upgraded from
the Administrative Services Manager position and the City Clerk
modified to ATCM /City Clerk. The Director position was created
to provide a higher level of expertise for the finance function
and related administrative services activities while allowing the
modified Deputy City Manager position to focus more on
redevelopment, economic development, and special projects. The
ATCM /City Clerk assumed responsibility for the risk management
function from the Administrative Services Department. Not
withstanding the existing vacancies in one Finance /Accounting
Manager position and one Senior Management Analyst (Economic

Development), and the Deputy City Manager (filled on an interim
basis), the Director of Administrative Services and ATCM /City
Clerk portions of this reorganization is working.
As part of this reorganization, the Assistant City Manager
position was changed to a Deputy City Manager position, and the
salary range reduced by five percent (5o). It was intended that
this position would supervise the Director of Administrative
Services position but would spend less time on day -to -day
oversight of the finance and certain administrative activities.
In addition, responsibility for administering the law enforcement
services contract was shifted to the City Manager; and as
previously mentioned, risk management was transferred to the
ATCM /City Clerk.
Two factors have contributed to my reconsideration of the Deputy
City Manager position:
1. The recruitment for the position did not result in
candidates with strong experience in all of the critical
areas of finance /budget /administrative services, capital
projects, and redevelopment /economic development, in
addition to the general attributes desired for this level of
management; and
2. The addition of the Information Systems Manager position in
the recently adopted 2000101 FY budget presents an
opportunity to consolidate the information technology duties
including Internet Web Site Administration with Cable TV
Government Channel programming. This would also allow the
public information function, including the City Newsletter
preparation, to be shifted to the Assistant City
Manager /Administrative Services in lieu of the ATCM /City
Clerk and eliminate the fragmentation of these activities
among City departments. This transition would not
completely occur until the Information Systems Manager
position is filled.
The City needs a person with good experience in the
aforementioned areas. A return to the Assistant City Manager
position and Salary Range 83 (five percent [5 %] change from the
Deputy City Manager position) is warranted to obtain the services
of an experienced public sector manager.

If the position is authorized, it is my intent to appoint Hugh
Riley as Assistant City Manager. Mr. Riley has served as the
interim Deputy City Manager for three months and worked on a
number of key projects for the City, including the High Street
fire station and City Hall Space Needs Study. He has over eleven
years of service as a City Manager in two California cities and
fourteen years' experience including ten years as Deputy City
Manager and City Manager in Tucumcari, New Mexico.
Attachment A shows the changes in duties and responsibilities as
proposed. In addition, the responsibility of Strategic Planning
is added to the Assistant City Manager position in anticipation
of bringing together the City's various efforts on this topic.
The net increase cost to the General Fund would be about $12,000
per year. There is no need for an additional appropriation in
the 2000101 fiscal year because the change would be absorbed by
savings from various vacancies.
STAFF RECOBSONDATION:
Authorize hiring of an Assistant City Manager position instead of
a Deputy City Manager position.
