Traffenstedt, ATCM /City Cler DATE: July 27, 2000 (CC Meeting of 8/2/00) SUBJECT: CONSIDER TEEN COUNCIL APPOINTMENTS BACKGROUND "to re- aauertr &Pr' bl r(P, N06,ft norm q,P) On June 30, 2000, the term of office for all nine positions on the City's Teen Council expired. Staff advertised for applicants for Teen Council, and seven (7) applications were received by the advertised May 31 deadline from the following: Bobertz, Kenny R. Grade 12, Moorpark High School Chaney, Darlene Grade 100, Moorpark High School Corbeil, Shannon Grade 111F Moorpark High School Harper, Heather Grade 111 Moorpark High School Lambert, Colleen Grade 9, Moorpark High School Schoonover, Ashley Grade 10, La Reina High School Stephens, Brittany Grade 10, Moorpark High School The Teen Council applications were provided to the Council under separate cover. Several applications were received after the deadline and are not included in the list shown above. The Teen Council Guidelines direct that the Mayor, with the approval of the City Council, shall make the appointments. The Teen Council is to consist of no less than seven (7) members and no more than nine (9) members, with a representative from each grade level from 7th grade to 12th grade, and no less than one (1) and no more than two (2) representatives at large. The Teen Council Guidelines also state that all representatives must be Moorpark residents, must be enrolled in school, and that special attention should be given to ensure that all middle schools and high schools in Moorpark have some representation. Teen Council Appointments City Council Meeting of August 2, 2000 Page 2 DISCUSSION The grade levels shown for the applicants listed in this report were taken from the applications or were determined by telephone verification. Given that only seven applications for Teen Council were received by the advertised deadline, and two grade levels are not represented (7th and 8th) , the Council may want to make appointments for appropriate grade level representatives for 9th, 10th, 11th, and 12th grades and for the "at large" representatives and then re- advertise to fill the vacancies for the 7th and 8th grade representatives. Another option would be to postpone all Teen Council appointments and direct staff to re- advertise for applications. STAFF RECOMMENDATION Make appointments to Teen Council for a one -year term to begin on July 1, 2000, and direct staff to re- advertise for middle school representatives to allow any remaining vacancies to be filled at a subsequent City Council meeting. 000223
