Gilbert, Director of Public Works July 21, 2000 (Council Meeting 8 -2 -00) Subject: Consider Approval of Plans and Specifications and Authorization to Advertise for Receipt of Bids for the Asphalt Overlay 2000 Project nvFUVrFra The subject pavement resurfacing project is a combination of a number of projects listed as follows: Notes: A The repairs to the parking lots at Peach Hill Park will be funded from the Park improvement fund [Fund 2100]. B This project is funded by a $530,000 advance toward actual costs (not to exceed $750,000) for the construction of street improvements prior to the Relinquishment of the subject street segment to the City. C This project is funded by a portion of the $1,116,000 cash payment from Caltrans, made in -lieu of constructing street improvements prior to the Relinquishment of the subject street segment to the City. DISCUSSION A. Project Scope The map attached as Exhibit 1 shows the location of the asphalt overlay construction included in the subject project. A summary of the affected streets is as follows: • Project 8011 - Asphalt Overlay: - Misty Hollow Court. - Peach Hill Road, from Spring Road to a point approximately one thousand feet (1,0001) east of Spring Road. Ac overlay 2000_ad 000247 Asphalt Overlay 2000: Advertise July 21, 2000 Page 2 - Science Drive, north of New Los Angeles Avenue. - Condor Drive, from Los Angeles Avenue to a point approximately seven hundred feet (7001) east of Los Angeles Avenue. - [Old] Los Angeles Avenue at rail crossing. - Campus Park Dr. & Marquette St. (Intersection only). - Peach Hill Park parking lots. • Project 8021 - Spring Road Rehabilitation: Construction of an asphalt overlay and miscellaneous repairs to sidewalks, curbs and gutters. • Project 8025 - Los Angeles Avenue Rehabilitation: Construction of an asphalt overlay east and west of the future Los Angeles East Widening Project, plus other work as described below. B. Peach Hill Park Parking Lots The distressed area in the two parking lots at Peach Hill Park will be removed and replaced. C. Condor Drive Improvements A portion of the costs for the resurfacing of the designated segment of Condor Drive, is funded by a cash payment in the amount of $7,483.05 from the developer of Lots 1 - 3 of Tract 3492 (Felsenthal). That payment was made in lieu of constructing repairs to the street required by utility cuts and other work required by the development. Those repairs were deferred to be addressed by the City's project which is to cover needed repairs to a much larger area. D. Los Angeles Avenue Rehab 1. North End / West End: The subject project will construct an asphalt overlay at the north end and the west end of the street segment recently relinquished to the City. The areas affected by this work are the areas where the street is fully improved with curbs, gutters and sidewalks. 2. Work Deferred: The "narrower" street between the two above described street segments, is the subject of a future street widening and re- alignment project: Los Angeles Avenue East Project. Reconstruction and /or a substantial overlay of this street segment is to be deferred until that widening, realignment and reconstruction project is undertaken. Repair Areas: The subject project will include, however, the removal and replacement of pavement and base material in areas of severe stress within the area of the future street widening project. 4. Medians: The project includes the construction of a raised center median on Los Angeles Avenue at and south of the freeway. See below for a discussion of this element of the project. E. Raised Median 1. Design: As stated above, the project design includes the construction of a raised, landscaped median at and south of the freeway. A diagram illustrating the proposed design for the landscaped medians is attached as Exhibit 2. 2. Irrigation / Landscaping: The project will include the installation of water service and the placement of sleeves for a separate future project to install the landscaping and irrigation systems. Staff is working on the development of the design for that work and anticipates that the landscaping of the medians will be constructed later this calendar year. 3. Objection: Kavlico was advised in writing (see Exhibit 3) of the proposed project and of that element of the project design which will restrict ingress and egress traffic at the south driveway to right -turn only. The City is in receipt of a letter from Kavlico, Inc. (see Exhibit 3) expressing their objection to the planned construction of the center median. 4. Purpose: The construction of a raised, landscaped center median south of the freeway, was included in the project design for the following reasons: • to implement the City's standard design for a four -lane, divided arterial streets; • to construct improvements in this area comparable to those found on Princeton Avenue and on Campus Park Drive; • to improve the aesthetics immediate area; and • to improve traffic safety controlling traffic turning of the streetscape in the by better channeling and movements. 5. Design Objectives: The proposed design provides a left - turn lane for S. Condor Drive which is approximately two hundred seventy feet (2701) long. No left turn lane or median cut has been provided for the southerly Kavlico driveway. If a median cut and a left turn pocket were to Ac Overlay 2000 ad Asphalt Overlay 2000: Advertise July 21, 2000 Page 4 be provided for that driveway, it would require the S. Condor Drive left -turn lane to be shortened, and would result in left -turn pockets for both S. Condor Drive and for the south Kavlico driveway which would be too short to adequately provide for the storage of turning vehicles during peak traffic hours. The result would be that traffic would be staged in the number one lane either or both northbound and for southbound traffic. This change would also eliminate all landscaping south of the south Kavlico driveway. 6. Existing Stripping: The current stripping does provide for turn lanes for both S. Condor Drive and for the south Kavlico driveway. However, this stripping design does not adequately accommodate peak hour traffic. Vehicles have been observed crossing the double yellow line to stage for a left turn. One of the ways in which the recommended design will improve traffic safety will be to eliminate these illegal traffic maneuvers. 7. Restricted Turning Movements: The recommended design will require traffic movements at the south Kavlico driveway to be restricted to right -turn ingress and egress only. Left - turn traffic movements from the Kavlico facility will still be possible at the northerly driveway (located at a signalized intersection) and at the middle driveway. 8. Pros & Cons of Constructing a Median: As stated above, the design, as proposed, will limit the use of the south Kavlico driveway to right -turn ingress and egress only. A summary of some of the pros and cons of this element of the project design, is as follows: Pros: • Enables the City to implement its standard streetscape design (landscaped medians) for four -lane divided arterial streets; • Provides for a left -turn lane of sufficient length at S. Condor Drive, to adequately serve the business in that industrial area; • Improves traffic safety by eliminating illegal staging of traffic on the wrong side of the double yellow line; • Improves traffic safety by better channelization traffic and limiting the number of locations where left -turn, cross traffic movements occur; and • Improves the aesthetics of the streetscape by adding a landscaped median. Cons: • Restricts traffic flow in and out of the Kavlico parking lot -- especially at peak traffic hours. Ac Overlay 2000_ad 000250 Asphalt Overlay 2000: Advertise July 21, 2000 Page 5 E. Raised Medians: Other Options In light of the concerns raised by Kavlico, staff has developed a number of other median design options for the City Council to consider, which are generally described as follows: 1. Add Left -Turn Lane: Modify the median to provide a shorter southbound left -turn lane for S. Condor Drive plus the addition of a northbound left -turn lane for the south Kavlico Driveway. The resultant raised median would be similar to the existing painted median, would be only four feet wide and would have no landscaping (stamped concrete only) . Pros:o Allows left -turn ingress and egress movements at the south driveway; o Prevents left -turn ingress staging from crossing the double yellow line. Cons:o Does not allow northbound egress left -turn traffic to use the median north of the driveway to stage and /or accelerate. o Does not provide optimum length for left -turn staging for either the driveway or for S. Condor Drive (some stacking will occur in the number 1 lane) . o Does not provide landscaping. 2. End Median at Driveway: End the raised median just north of the south Kavlico driveway. South of that point there would be a painted median similar to what now exists. Pros:o Allows left -turn ingress and egress movements at the south driveway; Cons:o Does not allow northbound egress left -turn traffic to use the median north of the driveway to stage and /or accelerate. o Does not provide optimum length for left -turn staging for either the driveway or for S. Condor Drive (some stacking will occur in the number 1 lane and /or the number one lane). o Does not prevent left -turn ingress staging from crossing the double yellow line. 3. End at North Condor Drive: End the median at N. Condor Drive. Pros: o See above. o Northbound egress left -turn traffic from the south driveway would continue to use the median north of the driveway to stage and /or accelerate. Cons: o See second and third bullet above. Ac Overlay 2000_ad 000251 Asphalt Overlay 2000: Advertise July 21, 2000 Page 6 4. Under Freeway only: Add raised median under the freeway only. The plan calls for only a four feet (4') wide median with no landscaping. Option 5 is recommended over this option. S. No Raised Medians: Eliminate all raised medians and provide painted medians only. 6. Recommendation: It is the recommendation of staff that none of these design options be selected and that the median design be approved as proposed. However, should the City Council wish to revise the design to allow left -turn ingress and egress at the southerly Kavlico driveway, staff recommends the selection of Option Number 2 above: end the raised median just north of the southerly driveway. 7. Additional Design Costs: The selection of one of the above options will require some re- design. F. Permits The City and the contractor will be required to seek and obtain permits from Caltrans and from the Southern California Regional Rail Authority (SCRRA) , for the work at or adjacent to facilities owned by those agencies. G. Plans and Specifications A review copy of the Plans and Specifications for the subject project has been placed on top of the file cabinets in the City Council Conference Room. H. Schedule It is anticipated that bids for the subject project will be opened in late September and presented to the City Council for consideration early October. Current Budget Summary: The subject pavement resurfacing project is a combination of a number of budgeted projects. Except for the Peach Hill Park parking lots (to be funded by the Park Improvement Fund) , all other work will be funded by the Local Transportation Fund [ Fund 26031. RECOMMENDATIONS It is recommended that the City Council take the following actions: 1. Approve the median design as proposed. 2. Approve the plans and specifications for the subject project; and, 3. Authorize staff to advertise for receipt of bids for the construction of the subject project. However, Mr. Gilbert did not seem to be receptive to our concerns. We wish to strongly oppose the project as submitted to us, since it would restrict the ingress and egress to our facilities. The following issues are of major concern: Creating a raised median by Kavlico's middle driveway will cause difficulty for merging traffic at Kavlico's normal work quitting times. Currently, much of the traffic pulls into the median and then merges with the northbound traffic. By creating the median, traffic will immediately have to merge with the northbound traffic, making the transition more dangerous. 2. Creating a solid median in front of our south driveway will eliminate the left turn in and left turn out, having the effect of essentially rendering the driveway useless. It will route more traffic into our middle exit, thereby increasing the problem outlined in #I above. Also, most of our exiting traffic heads towards the freeway. The present street design was carefully worked out with CalTrans and I believe it is the best possible solution to accommodate the traffic load and the ingress and egress of our employees, visitors, and trucks. We hope you will be sensitive to our employees' needs, and not create a traffic hazard that currently does not exist. If these changes were implemented, it would substantially reduce the safety in exiting and entering our facilities. Thank you for your consideration in this matter. Raised Center Median / Right -Turn Only at the South Driveway Dear Mr. Hines, As you may be aware, Los Angeles Avenue along the frontage of the Kavlico property was once the alignment of State Route 118. Although the alignment of the highway was changed when the freeway connector project was constructed several years ago, the street was only recently relinquished to the City. The City has prepared the design for a street rehabilitation project for Los Angeles Avenue. It is our intent to commence construction on this project this Fall. The project will include the construction of a raised and landscaped median on Los Angeles Avenue, north of S. Condor Drive. Enclosed is a diagram showing the location of the planned center median. When completed, the project will restrict ingress and egress traffic at the south driveway to right turns only. Due to the close proximity of the southbound left turn lane for S. Condor Drive, it was not possible to provide a left turn pocket for the Kavlico south driveway. Left turn traffic will still be able to utilize both the north driveway (N. Condor Drive) and the middle driveway. Be advised that the final plans will provide for a longer left turn lane for the middle driveway than that shown on the enclosed plan.
