SUBJECT: Consider an Agreement Between the Cities of Moorpark,
Simi Valley, Thousand Oaks and the County of Ventura, and
Onyx Environmental Services for regular monthly Household
Hazardous Waste (HHW) Collection Services.
SUMMARY
If approved, this Agreement would continue the service that allows
Moorpark residents to properly dispose of Household Hazardous Waste
(HHW) at monthly events in Simi Valley in addition to the monthly
HHW events in the City of Thousand Oaks. The Simi Valley HHW events
are held at the GI Industries yard, 195 W. Los Angeles Avenue, Simi
Valley, on the third Saturday of each month.
BACKGROUND
In 1999, the East County Cities and the County began having monthly
Household Hazardous Waste (HHW) in Thousand Oaks and Simi Valley.
The events in Simi Valley are held on the third Saturday of the
month. In prior years the cities of Moorpark, Simi Valley, and
Thousand Oaks each held one event per year. The Moorpark- sponsored
annual HHW round were in the Metrolink parking lot.
That program evolved to the system of monthly events that are now
held. The events are governed by a Cooperative Agreement between
the county, the cities, and the contractor.
The City's on -going public awareness effort is to educate Moorpark
residents on waste reduction, reuse, recycling and to avoid
improper disposal of materials that may harm the environment. The
disposal of HHW materials into landfills is prohibited.

On average, about twenty Moorpark residents participate in the
monthly events in Simi Valley. Appointments are required at these
events because the capacity to accept material is limited.
DISCUSSION
If approved, the Agreement (previously provided to the Council
under separate cover) would continue the eleven monthly HHW
collection events per year in Simi Valley, in addition to the
eleven events held at the City of Thousand Oaks Municipal Services
Center, 1993 Rancho Conejo Blvd., Newbury Park. The Thousand Oaks
events are on the first Saturday of the month. The Simi Valley
events are on the third Saturday of the month. There are no events
in December. By having less than twelve events per year, it allows
the site to qualify for a less stringent state - permitting
requirement. Technically, each monthly HHW collection event is a
separate temporary event. Only a minimal amount of permanent site
improvements will be made. The improvements will be sufficient to
facilitate set up, processing and temporary storage of HHW
materials. There will also be on -site storage of supplies between
monthly HHW events.
This Agreement is consistent with the previous Agreements entered
into by the cities and the county for HHW services. The term of the
Agreement is to June 30, 2001. The contractor, Onyx Environmental
Services, is a major firm in the field of hazardous materials
handling. They are the successor firm to AETS Environmental, the
firm that currently has the contract for the Simi Valley events.
The County historically keeps several HHW vendors under contract.
Host jurisdictions can then choose which one they prefer. In this
case, Simi Valley selects Onyx Environmental Services. The City of
Thousand Oaks chose the other firm, Safety Kleen. Both cities are
pleased with the services provided by the firms they chose. The
only significant change in this Agreement is the switch from one
annual event in each city to eleven monthly events. There are
sufficient funds budgeted and appropriated from the AB 939 fund to
pay for the anticipated participation by Moorpark residents if this
Agreement approved. Staff believes that having the eleven monthly
events in both Thousand Oaks and Simi Valley will provide more
comprehensive, more convenient HHW collection services to Moorpark
residents at less cost to the City.

STAFF RECOMNENDATION
Approve the Agreement between the City of Moorpark, the City of
Simi Valley, the City of Thousand Oaks and the County of Ventura,
and Onyx Environmental Services, for Provision of Regional
Household and Conditionally Exempt Small Quantity Generator (CESQG)
Hazardous Waste Collection Program Services, and authorize the
Mayor to execute the Agreement, pending final language changes
approved by the City Manager and City Attorney.
