Lindley, Director of Community Services J� DATE: August 12, 2000 (CC Meeting of September 6, 2000) SUBJECT: Consider Final Approval of the Conceptual Plan for Arroyo Vista Community Park Phase II SUMMARY On April 12, 2000, the City Council met with the Parks and Recreation Commission to discuss the draft conceptual design for Arroyo Vista Community Park (AVCP), Phase II (Attachment A). The draft plans were revised consistent with the input and consensus of the Council, and it is now being asked to approve the final conceptual plan (Attachment B). DISCUSSION At its joint meeting with the Parks and Recreation Commission on April 12, 2000, the City Council, by consensus, directed several changes to the AVCP conceptual plan including: • Eliminate the proposed BMX tract and skatepark, and replace the amenities with more passive space, to include a picnic pavilion; • Include space for bocce ball and /or shuffleboard if possible; • If feasible, include a water feature in the proposed passive area; • Plant trees in designed areas throughout the Park; • Plant shrubbery along the south slope to serve as a noise buffer; M: \MLindley \PARKS \AVCP Ph II fianal plan ccagd.doc AVCP Phase II Final Plan Page 2 • Relocate or configure the proposed parking lot near the football field so that it does not extend so far south; • Construct one or two additional restrooms if feasible; • Develop a hiking /jogging trail around the perimeter of the Park; and • Construct three additional soccer fields in the undeveloped portion of the Park. Additionally, staff identified the location of storage facilities adjacent to some of the parking lots, and formalized the existing storage facility south of the football field. The new restroom /concession facility will also contain storage space as well. With the Council's final approval, staff will direct the consulting landscape architect to prepare a large scale color version of the conceptual plan.
