BACKGROUND Third Street runs east /west, and Bard Street is aligned on a north /south axis. They meet at right angles ( _J ) north of Flory School. The curb to curb street width is forty (40) feet. Unlike the current traffic construction practice of widening streets at right -angle intersections to facilitate vehicle movements, sharp turns are required to negotiate this intersection. A north /south crosswalk assists students walking to Flory School (see attached aerial photo) . The curb on the south side of Third Street is already painted yellow, indicating restricted parking for a loading zone. There is a corner house along the inside curve of the intersection. Along the outside of the curve, there one house to the east of the intersection and school district property south of the intersection. DISCUSSION School buses travel through this intersection while transporting students. If cars are parked near the corner of the intersection, buses and other vehicles are restricted in their movements. The purpose of the proposed 000144 Third and Bard Parking Restriction September 6, 2000 Page 2 parking prohibition is to prevent vehicles from parking in areas that would impede the movement of school buses through the intersection. The attached diagram shows the areas recommended for a red curb. There is a vacant lot on the east side of Bard Street on which it is anticipated that two homes will be built fronting Bard Street. The proposed red curb will not permit curb parking in front of these two homes. A double - yellow centerline stripe will be painted through the intersection to indicate traffic lanes. The centerline will be offset from the true centerline and placed as directed by the City's Traffic Engineer. STAFF RECOMMENDATION Adopt Resolution No. 2000- establishing a parking prohibition on Third Street and Bard Street. Attachments: Exhibit 1: Aerial photo location map Resolution No. 2000 - Exhibit `A' to the Resolution: Diagram of Parking Prohibition Slaf[R_-poftM&d &BardI 000145 -�m 'treo i.] ........... ........... • Yf is .L Third Street �.w 77 77 -ILA CL I` 6w--- 77 A 9 77 RESOLUTION NO. 2000- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING PARKING RESTRICTIONS ON THIRD STREET AND BARD STREET WHEREAS, Section 22507 of the California Vehicle Code (CVC) provides for prohibition of parking or stopping on local streets; and WHEREAS, Section 22651 (n) of said Code provides for the removal of vehicles from any such prohibited parking zones; and WHEREAS, the City Council has determined that the public need would be better served if certain parking restrictions, as described herein, were to be imposed. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A 'NO STOPPING" zone is hereby established on Third Street and Bard Street, as shown on Exhibit `A' attached hereto and made a part thereof. SECTION 2. Any vehicle parked within the "NO STOPPING' zone shall be subject to being towed and removed. SECTION 3. The City Manager is hereby directed to have placed and maintained signs giving notice of these restrictions. SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. Beginning at the driveway in front of 337 Bard Street, continuing around the corner onto Third Street, to a point twenty ( 20 ) feet west of the E'CR, (End Curb Radius) . 2. Beginning on south side of Third Street at the easterly end of the "LOADING ZONE" parking prohibition (westerly edge of the school property driveway), continuing around the corner to a point one - hundred and thirty (130) feet north of the curb along the south side of Third Street. 000148
