A. Background

Notice of Completion for a Project
Drain Lateral on Los Angeles Avenue
About one year ago the City entered into a Cooperative
Agreement with Caltrans regarding the relinquishment, to the
City, of that portion of Los Angeles Avenue east of High
Street. This street segment was finally relinquished to the
City on February 28, 2000. The Relinquishment Agreement
provided for a Caltrans payment to the City. of $1,116,000 to
fund street improvements to be undertaken by the City. That
payment has been received. Said amount fully satisfies an
obligation by Caltrans to upgrade the street to a ten year
life. The subject project constructed some of the required
street improvements and is, therefore, funded by a portion of
the above mentioned in -lieu payment.
On May 3, 2000, the City Council approved the plans and
specifications for the subject project and authorized staff to
advertise for receipt of bids. On June 21, 2000, the City
Council awarded a contract for the subject work
B. Change Orders
One Change Order was issued for this project to fund
additional costs in the amount of $863.65, for the removal of
a buried concrete roadway unknown at the time of the
preparation of the design.

* Inspection provided by City staff. Staff hours for this
work was charged to the project.
3. Funding Source: The construction of the subject storm drain
is actually Phase 1 of the Los Angeles Avenue Rehab Project
[Project 8025]. That project is funded by the Los Angeles
Avenue AOC Fund. The above mentioned in -lieu payment from
Caltrans was deposited into the L. A. Avenue AOC Fund.
4. Budget: A summary of the total budget for Project 8025 is a

Staff has completed a final inspection of the project and has
found the work to be acceptable. At this time it would be
appropriate for the City Council to accept the project as
completed, direct the City Clerk to file a Notice of
Completion and authorize release of the retention.

RECOMMENDATIONS
Staff recommends that the City Council take the following
actions:
1. Accept the work as completed;
2. Instruct the City Clerk to file the Notice of Completion
for the project; and
3. Authorize the release of the retention upon satisfactory
clearance of the thirty five (35) day lien period.
