SUBJECT: Consider Resolution No. 2000- Establishing a Revised
Classification Plan and Job Descriptions for Non -
Competitive and Competitive Service Employees and
Rescinding Resolution No. 2000 -1735 and Consider
Resolution No. 2000 - Amending the Salary Plan for
Competitive Service, Non - Competitive Service and Hourly
Employees, and Rescinding Resolution No. 2000 -1764
BACKGROUND
At the City Council's meeting on July 19, 2000, the Council
approved an updated Salary Plan and adopted Resolution No. 2000-
1764. Several new position titles were incorporated into
Resolution No. 2000 -1764 related to new positions funded in the
2000 -2001 fiscal year budget. At the July 19 meeting, staff was
directed to schedule consideration of revisions to the City's
Classification Plan and Job Descriptions for September 6 to
implement corrections related to the new Salary Plan.
DISCUSSION
Attachment 1 is a draft resolution that is proposed to establish a
revised Classification Plan and Job Descriptions. Only those job
descriptions that are new or are proposed to be revised are
included with the attached resolution. The final resolution will
include the entire Classification Plan, including all job
descriptions for Non - Competitive and Competitive Service Employees.
Attachment 1 includes new job descriptions for the following
positions: Administrative Services Technician, Information Systems
Manager, Information Systems Supervisor, Information Systems
Technician, Recreation Aide, Recreation Assistant, and Teen
Coordinator. Attachment 1 also includes the Recreation Coordinator
I and II and Recreation Leader I, II, and III job descriptions,
with revisions shown through the use of legislative format. The
Recreation Aide is now the entry -level position in the Recreation
Aide /Recreation Leader series.

Attachment 2 is a new Salary Plan resolution. The July 19, 2000,
staff report described the proposed Information Systems Manager
position at Range 65, that was funded in the new fiscal year
budget. The Information Systems Supervisor position was created at
a slightly lower salary Range 60, so as to allow flexibility in
hiring. Only one new staff member will be hired at either the
Information Systems Manager or Information Systems Supervisor
level. A third information systems related salary range is now
proposed to be created, so as to provide for a technician -level
position at Range 46 ($16.53 - $21.15 per hour).
The attached draft Salary Plan includes a new hourly position
salary range for Information Systems Technician at Range 46. The
intent is to upgrade the current Administrative Services Intern
position to Information Systems Technician. The position will
remain part -time and temporary. Several other cities in Ventura
County were surveyed regarding the appropriate salary range for a
computer technician type position, and the proposed salary level at
Range 46 is consistent with the comparable positions in other
Ventura County cities. No budget amendment is required for the
proposed upgrade from Intern to Information Systems Technician, due
to projected salary savings for the Administrative Services
Department. Attachment 1 includes the new job descriptions for
Information Systems Manager, Supervisor, and Technician. The
proposed duties reflect the information systems staffing needs of
the City, which can no longer be met by a part -time Intern.
Another position upgrade that is proposed for the Administrative
Services Department is to change the Administrative Secretary
position at Range 43 to Administrative Services Technician at Range
46, to reflect the current procurement /contracting responsibilities
of the position. The salary range for the Administrative Services
Technician was previously created, the current fiscal year budget
already includes the funding for the upgrade of the position, and
the proposed job description for the new position is included in
Attachment 1. The position upgrade is considered appropriate, due
to the increased responsibilities assumed by the Administrative
Services Secretary when the Administrative Services Manager
position became vacant. The new job description shows the
increased emphasis on procurement, contracting, and overseeing the
receptionist backup scheduling.
The Salary Tables are not included with Attachment 2 (Salary Plan
Resolution), since no amendment to those tables is currently
proposed. The final Salary Plan resolution will include the Salary
Tables, since Resolution No. 2000 -1764 will be rescinded. The
Salary Plan Resolution does include a new definition for "gross
base salary" in Section 4.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING A REVISED
CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON-
COMPETITIVE AND COMPETITIVE SERVICE EMPLOYEES AND
RESCINDING RESOLUTION NO. 2000 -1735
WHEREAS, the City Council adopted Resolution No. 2000 -1735 on
May 3, 2000, establishing a revised classification plan and job
descriptions for Non - Competitive and Competitive Service employees;
and
WHEREAS, the Council has determined that revisions to the
classification plan are appropriate to create Administrative
Services Technician, Information Systems Manager, Information
Systems Supervisor, Information Systems Technician, Recreation
Aide, Recreation Assistant, and Teen Coordinator job descriptions,
and to revise the Recreation Coordinator I and II and Recreation
Leader I, II, and III job descriptions.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. All job descriptions attached as Exhibit A to this
resolution are hereby adopted as the City's Classification Plan for
all included employees in both the Non- Competitive and Competitive
Service.
SECTION 2. The City Manager shall have the authority to make
temporary additions or deletions to the Classification Plan in the
interest of efficient and effective administration of the Plan.
Such alterations shall not become an approved part of the Plan
until adoption by City Council resolution.
SECTION 3. Resolution No. 2000 -1735 is hereby rescinded.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original Resolutions.

SECTION 2. The corresponding salaries for the ranges
established in Section 1 are attached hereto and incorporated
herein as "Bi- Weekly Salary" and `Hourly Salary" Tables.
SECTION 3. The Salary Plan is based on ranges of two and one -
half percent (2.50) and step increases of two and one -half percent
(2.50) structure with eleven (11) steps. The salary is based on a
bi- weekly (80 hours) rate. The annual rate is calculated by
multiplying the bi- weekly rate by twenty -six (26) pay periods. The
monthly rate is calculated by dividing the annual rate by twelve
(12) months. The hourly rate is calculated by dividing the bi-
weekly rate by eighty (80) hours.
SECTION 4. Effective with the payroll period beginning July
1, 2000, City shall pay a deferred compensation contribution into
a City approved deferred compensation program, for enrolled regular
full -time and regular part -time employees, and the contribution
amount shall be as follows: City Manager - Two and one -half percent
(2.5 %) of gross base salary, Department Head positions - two
percent (2 %) of gross base salary, and all other Management and
Competitive Service regular full -time and regular part -time
positions - One and one -half percent (1.5 %) of gross base salary.
Gross base salary is defined as wages paid as described in the
Salary Plan (reference Section 3 herein) plus any additional wages
paid to the employee which are calculated as a percent of the
Salary Plan wages (excluding deferred compensation payment).
SECTION 5. Effective with the payroll period beginning July
1, 2000, City shall pay compensation to non - competitive and
competitive service employees at the rate of thirty cents ($.30)
per hour for all hours actually worked, including vacations and
City holidays, but not for any other time off (sick leave,
disability, etc.) for up to forty (40) hours per week for those
employees with the demonstrated ability to effectively speak and
understand Spanish. Qualification for this pay shall be determined
by the City Manager at his /her sole discretion.
SECTION 6. Implementation of salary adjustments for positions
noted in Section 1 herein shall be limited by the performance
review system. Employees shall be evaluated prior to their
anniversary date, and salary adjustments shall be effective as of

the first day of the pay period in which the anniversary date
occurs.
SECTION 7. The implementation of this Salary Plan shall be
applicable to the payroll period beginning September 9, 2000,
except as otherwise indicated in Sections 4 and 5 herein.
SECTION 8. Resolution No. 2000 -1764 is hereby rescinded in
its entirety.
SECTION 9. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original Resolutions.
