SUBJECT: Consider Co- Sponsorship of a Candidate Forum with the
Moorpark Women's Fortnightly Club
BACKGROUND AND DISCUSSION
The Moorpark Women's Fortnightly Club has written a letter
(attached) requesting that the City Council approve the Club's
request for co- sponsorship of a Candidate Forum on October 17 from
6:30 -9:30 p.m. Specifically, the Club requests use of the Council
Chamber (Apricot Room) and the videotaping and broadcast of the
Candidate Forum on Channel 10 free of charge. The League of
Women's Voters will be providing the facilitator for the Candidate
Forum.
Staff's intent is to broadcast the Candidate Forum live, and also
to videotape the Forum for periodic replay before the November 7
election. The replay will be scheduled four times. The specific
schedule for replay will be determined after October 17, when more
information is known about the length of time required for the
replay and the availability of equipment. The replay must be
scheduled so as to not impact the regular schedule for broadcast of
City Council, Planning Commission, Park and Recreation Commission,
and School Board meetings. The City has only four videotape
machines available for Channel 10 broadcast purposes, and one of
those machines is currently out for repair. Some Council meetings
require the use of three machines for replay purposes.
STAFF RECOMMENDATION
Approve the City's co- sponsorship of a Candidate Forum with the
Moorpark Women's Fortnightly Club, including waiver of fees for use
of the Community Center Apricot Room and videotaping /broadcast of
the Forum on Channel 10, as outlined in the staff report.

Moorpark Women's Fortnightly Club would like to begin preparations for the fall
election on November 7 by again providing a Candidate Forum for the local residents.
As you recall, you have graciously given permission to our organization in past years for
use of the City's Council Chamber from 6:30 -9:30 p.m., free of charge. You have
included room use and local TV cable coverage. We again respectfully request your
assistance in providing this service on October 17, 2000. Hopefully this is far enough in
advance that candidates will have ample time to include it on their calendars.
A public forum is a community service that helps fill the information void that can exist
prior to the election. With so many issues pending, it is crucial for the voters to have the
opportunity to hear and see the candidates and thus provide needed information the
better to determine choices at the ballot box.
We hope you will again assist us in giving this service to our community. We look
forward to hearing from you regarding this event in October.
