SUBJECT: Consider Shiloh Community Church's Request for Arroyo Vista
Community Park Rental Fee Waiver

At the Council meeting on September 6, 2000, Councilmember Evans
requested that Shiloh Community Church's rental request be placed on
the September 20, 2000, Council meeting Agenda for discussion. For
many years, the Church has rented facilities at Peach Hill Park to
sponsor a Halloween Event open to the entire community. There is no
charge for the event, and it offers an alternative to families who do
not want to participate in traditional door -to -door trick -or -treat
activities on Halloween. Due to some concerns expressed by residents
who live adjacent to the park, the Church was asked to consider
holding their event at Arroyo Vista Community Park in the future.
To that end, Shiloh Community Church has submitted a rental request
for the use of Arroyo Vista Community Park on Tuesday, October 31,
2000. The request includes the use of the lighted softball field and
the lights between the hours of 5 p.m. and 10 p.m.
The total estimated cost of the Church's rental request is $450.00. Of
that amount, $200 is a refundable security deposit. The remaining
total ($250) is comprised of the ball field ($50) , light fees ($100) ,
and a large -group surcharge ($100 for groups of 75 or greater).
Shiloh Community Church is requesting consideration for a reduction or
waiver of the park rental fees. The City Council has waived park
rental fees for rentals that benefit the community in the past, except
direct costs to the City, for Kiwanis, and recently for a tennis
tournament at AVCP. The Shiloh Community Church event provides a
community benefit. If the Council wishes to waive fees for the Church,
it would be asked to pay for the use of the ball field lights only
(approximately $100).
