Gilbert, Director of Public Works Date: September 8, 2000 (Council Meeting 9- 20 -00) Subject: Authorize Reimbursement of Road AOC Fees to Albertson's on Behalf of the City, of Traffic Signal and Strei Intersection of Los Angeles Road. DISCUSSION Spring Road /Tierra Rejada Inc. for the Construction, Certain Modifications the E!t Improvements at the Avenue and Tierra Rejada 1. Certain conditions of approval of the Commercial Center at the corner of Tierra Rejada Road and Mountain Trail Street required the developer of the property (now Albertson's, Inc.) to construct a double left -turn lane for westbound traffic at the intersection of Los Angeles Avenue and Tierra Rejada Road. 2. The developer and their engineering consultant have been working with City staff on the development of the design for the construction of this modification to the subject intersection. The final design calls for a new double left turn lane approximately three hundred feet (3001) long. 3. At the request of the City, Albertson's added to the plans for their project, the construction of certain modifications to the north and south legs of the intersection. These modifications are needed to improve traffic flow and safety and to add Bike Lanes at certain locations where none now exist. Said work will include a) removal and reconstruction [to the east] of the raised center median in the south leg of the intersection, b) restriping and c) the relocation of traffic loop detectors. 4. The design for all of the needed improvements to the subject intersection are almost completed. It is anticipated that the project plans will be submitted to Caltrans within the next few weeks for review and approval, and for the issuance of an Encroachment Permit. When the Caltrans Permit is issued, the developer will retain a contractor to construct the required improvements. It is anticipated that said construction will be completed within three to four months. 6. The estimated cost for the requested modifications to the north and south legs of the intersection is approximately $10,000. The final cost will be known when construction bids are received by the developer. 7. It is recommended below that an amount not to exceed $15,000 be authorized to be reimbursed to the developer for the cost of the modifications to the north and south legs of the intersection, said payment to be made upon completion of the work. Said reimbursement would be in the form of a reimbursement of previously paid Spring Road / Tierra Rejada Road AOC fees. STAFF RECOMMENDATION Authorize reimbursement to Albertson's Inc., of Spring Road / Tierra Rejada Road AOC fees previously paid by the developer of the Carlsberg Specific Plan area (PC -3), in an amount not to exceed $15,000, for the constructions of improvements to the intersection of Los Angeles Avenue and Tierra Rejada Road.
