Subject: Consider Bids for the Slurry Seal 2000 Project
BACKGROUND
One of the elements of the City's pavement maintenance program is
the periodic application of a protective slurry seal to the
pavement surface of all of the streets in the City. The program
objective is maintain a bi- annual program (construct a project
every other year) in which each project addresses approximately
one -third of the streets in the City. In this way every street in
the City should be slurry sealed once every six (6) years. In
some cases streets which are "earmarked" for a future overlay or
reconstruction project will be omitted from a given slurry seal
project.
On July 19, 2000, the City Council approved the project plans and
authorized staff to advertise for receipt of bids. Bids were
received, opened and tabulated on September 5.
DISCUSSION
A. Proposed Scope of Work
The streets included in the Slurry 2000 Project are shown on
the maps, and listed in the charts, attached as Exhibit 1.

The project will include the application of Type I Slurry on
designated residential streets and the application of Type II
Slurry (a thicker application) on designated collector and
arterial streets. It is anticipated that this year's project
will include little or no removal and replacement of asphalt
pavement, and no construction of any "leveling" courses. The
project will include the installation of crack filler
material as required. The project will also include the re-
stripping of all slurry sealed streets.
The project also includes the application of slurry seal to
the following off - street facilities:
• the entry road to the south Metro Link parking lot;
• the parking lot at Monte Vista Park;
• the parking lot at Tierra Rejada Park; and
• Campesina Park parking lot.
Costs related to slurry sealing the Metro Link Parking Lot
Entry road will be charged to the Local Transit Programs Fund
[Fund 5000] . Cost related to the slurry sealing of the park
parking lots are recommended to be charged to the General
Fund [Fund 1000]. A more thorough discussion of these costs
is discussed in the Section pertaining to Fiscal Impact.
B. Bid Results
Bids for the subject project were received and opened on
September 5, 2000. The apparent low bidder is California
Pavement Maintenance Company, Inc., from Sacramento,
California, with a low bid of $327,950.63 (without the Bid
Alternate) . A summary of the bid results is attached as
Exhibit 2.
It has been determined that the apparent low bidder is
qualified to perform the work. Said bidder has confirmed that
their bid is valid and that they are prepared to proceed with
the construction of the project.
C. Bid Alternate: Crack Filler Material
The bid documents included provisions for a Bid Alternate for
the specified use, at the City's discretion, of a more
elastic crack filler material, should the additional cost for
same be determined to be reasonable. The amount bid for this
alternate by California Pavement Maintenance Company, is
$28,490, $23,490 more than the base bid (Item #4) for this
element of the work.

It has been determined that additional amount bid for the
alternate crack filler material is not justified. Staff
recommends the award of a contract without the Bid Alternate.
D. Inspection Efforts
As with past projects, there will be two inspectors for the
project: one at the stockpile site to assure accurate
measurement of materials and contractor compliance with the
approved mix design, and b) one at the slurry seal
application work sites to assure good workmanship and
interface with the public. The City's Public Works Inspector
will perform the inspections at the stockpile site and the
City Engineer's Office will provide the inspector for the
work sites.
E. Vehicle Towing
The project specifications require the contractor to provide
ample Notice to all affected property owners of when access
will be restricted by the work. In spite of those efforts,
experience has proven that, on occasion, a parked car will be
left in the work area on the day the street is scheduled for
slurry seal. As has been done in past years, it will be the
intent of the Project Manager to direct the Contractor to
leave the parked car, slurry around the car and return a
later date to apply slurry to the omitted area. This will
enable all concerned to avoid the cost, confusion and
inconvenience associated with the towing of the vehicle.

2. Metro Link Entry Road Funding: The cost of applying slurry
seal to the Metro Link Parking Lot is $1,341. Those costs
will be charged to a budgeted account for this and other
transit facilities maintenance. The net current year
project costs is as follows:

3. Park Parking Lots: The cost of applying slurry seal to the
specified park parking lots is estimated to be $3,700. It
is the intent of staff to offer the contractor the use of
one or more of the park parking lots to use as a stockpile
site. If Contractor can and does use the City's park
parking lots for this purpose, payment for such use is
expected to be equal or greater than the cost of slurry
sealing and re- painting those parking lots. In such case
there will be- no charges for this work. However, if none
of these parking lots are suitable for such use, it is
recommended that the estimated $3,700 cost for this work
be charged to the General Fund [Fund 10001.

4. Budget Adjustment: It will be necessary to amend the FY
2000/2001 Budget to fully fund the subject project. A
Resolution (Exhibit 3) has been prepared for that purpose.
Said resolution includes the above mentioned funding from
the General Fund for the application of slurry seal to
certain park parking lots. A summary of the proposed
budget amendment is as follows:

STAFF RECOMMENDATIONS (Role Call Vote Required
1. Award a contract to California Pavement Maintenance Company,
in the amount of $327,950.63 for the construction of the
subject project.
2. Approve a construction contingency in the amount of
$32,795.00 for the project and authorize the City Manager to
approve additional work, if required, for an amount not to
exceed said contingency.
3. Authorize the City Manager to sign necessary contract
documents.
4. Adopt Resolution 2000- revising the amount of the
appropriations and budget for the project.

RESOLUTION NO. 2000 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, REVISING THE AMOUNT
OF THE APPROPRIATION AND BUDGET FOR PROJECT
8002: SLURRY SEAL 2000 [FUND 2604 - TDA
ARTICLE 8; FUND 1000 - GENERAL FUND]
WHEREAS, on June 21, 2000, the City Council adopted the
Budget for Fiscal Year 2000/01; and
WHEREAS, a staff report has been presented to the City
Council requesting a budget increase in the aggregate amount of
$41,150; and
WHEREAS, Exhibit "A ", attached hereto and made a part hereof,
describes said budget amendment and its resultant impacts to the
budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget amendment in the aggregate increase
of $41,150 as more particularly described in Exhibit "A ", is
hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
