Gilbert, Director of Public Works Date: September 8, 2000 (Council Meeting 9- 20 -00) Subject: Authorize Reimbursement of Southern California Edison Costs for the Placement of Conduit for the Future Installation of a Traffic Signal Interconnect System on Los Angeles Avenue [Project 80041 BACKGROUND In March of this year the City Council adopted a Resolution forming Underground Utility District 2000 -1, requiring the undergrounding of all overhead utility facilities (except the high voltage power transmission lines) on Los Angeles Avenue between Gabbert Road and Millard Street. The Southern California Edison Company (SCE) has completed the design for the new conduits and is expected to proceed with construction this month. The conduits to be installed will accommodate all SCE power distribution lines, plus all other telephone and other overhead facilities. The placement of cables, conversion to underground and removal of overhead wires is expected to occur next year. These efforts will be partially funded by the City's Rule 20A accruals [underground facility allocation] . No City expenditures for these "undergrounding" efforts will be required. DISCUSSION A. Shared Trench During discussions regarding the formation of Underground Utility District 2000 -1, the City Council directed staff to investigate the feasibility of having conduits for the City's future traffic signal interconnect system installed at the same time and in the same trench as the SCE undergrounding project. Missing Links Only Empty traffic signal interconnect conduits have already been installed along portions of the SCE undergrounding project. The work to be done by the subject project includes the placement of approximately 2,800 linear feet of conduit in only those areas where conduits have not yet been installed. A map attached as Exhibit 1 shows the limits of the SCE project and existing and proposed new conduits. C. Design The City retained the services of a civil engineering consultant to prepare a design for the placement of traffic signal conduits in the areas shown on Exhibit 1. The City's consultant worked closely with Caltrans, the future owner and operator of the future traffic signal interconnect system, on the development of the project design. When the design was completed and approved by Caltrans, that design was provided to SCE and their construction contractor to include in the scope of work for the SCE undergrounding project. The contract for design services was for $15,000. Due to the development of certain circumstances which simplified the design process, the final design costs are anticipated to only be approximately $7,000. D. Caltrans Permit SCE requested and obtained a Caltrans Encroachment Permit for the undergrounding project. In addition, the City sought and obtained a Caltrans Encroachment Permit for the traffic signal conduits to be added to the trench. E. Construction Certain SCE funding restrictions require SCE to proceed with the construction of their project this calendar year. It is, therefore, the intent of SCE to commence construction of their project prior to the end of September 2000. Excavation and placement of conduit will start at Gabbert Road and proceed easterly. Installation of the conduits requested by the City will start when excavation and construction activities reach Maureen Lane. The costs to be reimbursed to SCE by the City, for the placement of the City's traffic signal conduits, is estimated to be approximately $70,000. A full accounting of actual costs will be provided by SCE when those cost are fully determined. SigConl 0 ,r.', 014 3 Traffic Signal Conduit September 8, 2000 Page 3 F. Fiscal Impact 1. Budget: The FY 2000/01 Budget includes Project 8004: for the construction of a Traffic Signal Interconnect System on both Los Angeles Avenue and on Tierra Rejada Road. The total budget amount is $1,190,000. The above described costs will be charged to this Project. 3. Funding: A summary of the funding sources for Project 8004 is as follows: • Fund 2501: Los Angeles Avenue AOC Fund $260,000 • Fund 2502: Tierra Rejada /Spring AOC Fund $260,000 • Fund 2604: Federal CMAQ Funds: $670,000 $1,190,000 4. Grant Funds: The subject costs will be charged to the Los Angeles Avenue AOC Fund. The Federal grant monies will be applied to only actual costs for a future construction project which has been reviewed and approved for such funding by Caltrans. G. Schedule As mentioned above, construction of the SCE project is expected to start this month and be completed within approximately two months. H. Payment Authorized In order to avoid any delays to the SCE undergrounding project, the City Manager authorized a letter to be sent to SCE agreeing to reimburse the SCE for the City's portion of the undergrounding project. STAFF RECOMMENDATION Approve prior action by the City Manager to authorize payment of the SCE for the City's portion of SCE undergrounding project. sigconl 0 COMI44
