Development Prepared by Paul Porter, Principal Plannel� September 22, 2000 (CC Meeting of 10/4/2000) Subject: Consider Minor Modification No. 1 to Residential Planned Development Permit No. RPD -99 -3 for Modifications to the Building Elevations and Floor Plans, Reduction in Lot Setbacks and Introduction of Single Story Residences with Lofts Located on 2.5 acres of Land at the Northeast Corner of Rolling Knoll Road and Peach Hill Road, (Applicant Wilshire Builders, Inc., APN. 507 -0- 302 -180) BACKGROUND AND DISCUSSION The City Council adopted Resolution No. 99 -1622 on December 8, 1999, approving Residential Planned Development Permit No. RPD- 99-3 and Tentative Tract Map No. 5201 for development of ten (10) single family detached two story dwellings (2,900 - 3,000 square feet) on lots with a minimum lot size of 6,193 square feet. The project is located on the northeast corner of Rolling Knoll Drive and Peach Hill Road. On August 24, 2000, the applicant applied for Minor Modification No. 1 to Residential Planned Development Permit No. 99 -3 to modify the site plan and building elevations, reduction in setbacks and introduction of six (6) single -story residences with lofts. The requested modifications include the following: 1. Two of the two -story plans have been replaced with a single -story elevation (with a loft). The applicant is requesting this modification as it provides the ability to provide aesthetic variety and from a marketing prospective offers buyers a single -story alternative. The introduction of a single -story concept for six (6) of the ten (10) 00003G Minor Modification No. 1 to RPD 99 -3 September 22, 2000 Page 2 residences provides an opportunity to reduce the appearance of massing associated with all two -story homes and three - car garages. 2. The square footage of the homes have changed. The single - story plan which is proposed to have 3,205 square feet, will replace a two -story home originally approved to have 2,929 square feet. The remaining two -story plans which were to have 3,389 square feet have been reduced to 3,358 square feet. This change has allowed the developer to provide a modified floor plan design which has the appearance of having more spacious rooms. 3. The architectural elevations have been modified to include a mixture of French Country and Mediterranean. Each elevation will have three distinct color schemes. The modified concept will offer two elevations, one of each style, whereas, the approved plans had one architectural style. 4. The single story residences include a Revised elevations of the two - splitting the three -car garage one side and a single -car garage The prior approved elevations for Residential Planned Development Permit No. RPD -99 -3 have (single) three -car garages which occupy almost the entire front elevation of the residences. The revised garage elevations have allowed the architect to provide additional enhancement to the front elevations. These revisions also provide additional visual relief along the street scene and have allowed the architect to introduce courtyards at the entryways. S:ICommunity DevefopmenAEveryonelCity Council Agenda Repotfslcc -001004 rpd 99 -3 Minor Mod No. i.doc 4`003' Minor Modification No. 1 to RPD 99 -3 September 22, 2000 Page 3 Modification to Sideyard Setbacks The addition of the single -story concept and modifications to the elevations and floor plans require a corresponding modification to the side -yard setbacks. The setbacks as previously approved had a five -foot setback on one side and a ten -foot setback on the other sideyard setback, which equated to a fifteen -foot setback between two -story structures. The modified sideyard setback reduces the setback between buildings to ten feet (setbacks on sideyards are proposed to be 5 feet to property line) . This reduction in the sideyard setbacks from fifteen (15) feet to ten (10) feet between structures is requested to accommodate the six single -story residences, which necessarily have a larger footprint. Pursuant to Section 17.36 of the Municipal Code, second -story structures in the Residential Planned Development (RPD) Zone with windows are required to have a sideyard setback on the second story a minimum of ten (10) feet from the property line. However, the Municipal Code allows this requirement to be modified by the City Council. The City Council previously determined that the approved project was in substantial conformance with the Code requirement for setbacks because bathroom windows were located on the side elevation on the second story, the proposed windows were to have opaque glass and were small. Although the sideyard setback will be reduced from fifteen (15) feet to ten (10) feet between residences, the visible massing is reduced as a result of the introduction of the six (6) single -story homes. In addition, windows on the loft of the single -story houses either face another single -story residence or in two situations face a two -story house with off -set windows with a sill height of not less than five feet. Existing Property Line Wall Along Peach Hill Road and Rolling Drive As a condition of approval of Residential Planned Development Permit No. RPD -99 -3, the applicant was required to revise the landscaping and plot plans to have the six (6) foot high S:ICommun4 DevelopmenflEveryonelCo Council Agenda ReporWcc -00 1004 rpd 99-3 Minor Mod No. 1.doc Cv�0038 Minor Modification No. 1 to RPD 99 -3 September 22, 2000 Page 4 property line wall and six (6) foot high perimeter slump stone block wall along both Rolling Knoll and Peach Hill Roads. Due to the grade differential between the property and the adjacent properties, the property line walls as measured from the inside the property line wall are 6 feet high. However, because of the grade difference between the property line and the street, the outside wall measures from approximately 7'6" to 9110" high on the street side which adds to the visual mass of the wall in relation to other walls along Peach Hill Road and Rolling Knoll Drive. Construction of additional pilasters and caps along Peach Hill Road and Rolling Knoll Drive will give the perception of reducing the massing, provide additional visual relief along the street scene and be more compatible with existing walls. The applicant has agreed to a condition to provide additional pilasters and caps on the wall along both the Peach Hill and Rolling Knoll Drive street frontages. The addition of these pilasters will reduce the appearance of massing and enhance the streetscape scene along Peach Hill Road and Rolling Knoll Drive. SUMMARY In summary, the introduction of six (6) single -story homes with lo -fts and modifications to the two -story floor plans and elevations including the introduction of split garages would enhance the street scene by reducing the massing of buildings produced by having all two -story residences, modifications to the floor plans will provide the appearance of having more spacious rooms; prospective buyers will have the option of purchasing a single story home; and the introduction of split garages allow for courtyards at the entryways. The reduction of the sideyard setbacks between buildings to ten (10) feet between residences is mitigated in this case, because the windows on the loft of the single -story houses either face another single -story residence, or in two situations face a two - story house with off -set windows and a sill height of not less than five feet. APN. 507 -0- 302 -180) WHEREAS, on June 16, 1999, the City Council adopted Resolution 99 -1622 approving: Residential Planned Development Permit No. RPD -99 -3 for approval to construct ten (10) two story (2,900 - 3,200 sq. ft.) homes. Tentative Tract Map No. 5201 for a subdivision of approximately 2.5 acres into ten (10) residential lots with a minimum lot size of 6,193 square feet; and WHEREAS, on August 24, 2000, Wilshire Builders, Inc. applied for Minor Modification No. 1 to.Residential Planned Development Permit No. RPD -99 -3; and WHEREAS, the Director of Community Development referred the matter to the City Council on October 4, 2000; and WHEREAS, on October 4, 2000, the City Council considered the application filed by Wilshire Builders, Inc. for approval of Minor Modification No. 1 to Residential Planned Development Permit No. RPD -99 -3 for the modification of the approved architectural renderings and floor plans, an introduction of six (6) single story homes with a loft, and modifications to sideyard setbacks; and WHEREAS, at the meeting on October 4, 2000, the City Council after review and consideration of the information contained in the staff report dated September 22, 2000, reached a decision on this matter; and WHEREAS, this Minor Modification No. 1 to Residential Planned Development Permit No. RPD -99 -3 will not have the potential to cause a significant effect on the environment and qualifies for an exemption from the California Environmental Quality Act. ATTACHMENT 1 C 10®41 Resolution No. 2000 - Page No. 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Based upon the information presented in this Resolution, accompanying information, the City Council finds that: and findings documents and a. Minor Modification No. 1 to Residential Planned Development Permit No. RPD 99 -3 will not have the potential to cause a significant effect on the environment and qualifies as a Class 5 Exemption (Minor Alterations in Land Use Limitations). b. Minor Modification No. 1 to Residential Planned Development Permit No. RPD 99 -3 is consistent with the intent and provisions of the City's General Plan and the City Municipal Code. d. Minor Modification No. 1 to Residential Planned Development Permit No. RPD 99 -3 is compatible with the character of surrounding development. d. Minor Modification No. 1 to Residential Planned Development Permit No. RPD 99 -3 would not be obnoxious or harmful, or impair the utility of neighboring property or uses. e. Minor Modification No. 1 to Residential Planned Development Permit No. RPD 99 -3 would not be detrimental to the public interest, health, safety, convenience, or welfare. f. Minor Modification No. 1 to Residential Planned Development Permit No. RPD 99 -3 is compatible with existing and planned uses in the general area where the development is to be located. g. Minor Modification No. 1 to Residential Planned Development Permit No. RPD 99 -3 would not have a substantial adverse impact on surrounding properties. SECTION 2. There shall be acceptable transitions with existing walls on adjacent properties. The revised wall plan is subject to the review and approval of the Director of Community Development. Construction of the pilasters and transitions with adjacent walls shall be completed prior to issuance of a Zoning Clearance for construction of the first dwelling unit." SECTION 4 . These changes have resulted from our continuous efforts to improve the product relative to market demands, but in the context of the exigencies of the City of Moorpark. Toward that end, we are proposing several positive modifications to the project. First of all, we have replaced six of the two -story plans with six single -story (with a loft) plans. Single -story homes are more appealing from both an aesthetic viewpoint as well as from a marketing standpoint. Moreover, the injection of these six single -story homes (60 % of the project) will serve to reduce the massing associated with all two -story plans, and will present a considerably more appealing streetscape. Secondly, the sizes of the homes have been altered. The single -story plan at 3205 square feet replaces a two -story home, which contained 2929 square feet. Also, the square footage of the remaining two -story plan has been changed from 3389 to 3358 square feet. These size changes provide more flexibility in floor plan designs, and allow for more spacious rooms, which add to the market appeal of the homes. Finally, the architectural elevations of the homes have been revised to include a mix of French Country and Mediterranean styles. Each of the elevations will have three distinct C�O0 4 5 color schemes. Thus, each plan will offer two elevations, one of each style, whereas previously, the homes were to be of one style of architecture. Associated with the architectural improvements is the changes proposed to the garages. The previous plans have a single three -car garage which takes up almost the entire front elevation of the houses making them an architectural eye -sore. The revised single story plans have an option for a tandem garage and the revised two story plans have split option garages, that leaves the majority of the front elevations for other architectural features thereby breaking the monotony of the previous plans. Again, these modifications to the elevations will vary and positively enhance the streetscape, thereby affording the homebuyer more options than available under our previous architectural scheme. In order to incorporate these positive modifications to the floor plans, the architectural elevations and ultimately to the streetscape, the side -yard setbacks will have to be reduced from fifteen feet to ten feet. This variance is required in order to accommodate the six single -story plans, which necessarily have a larger footprint. However, this reduction in the setbacks is mitigated by the fact that the massing between homes has been greatly reduced by the use of single -story homes. In addition, we have taken great care in assuring that the windows of adjoining homes do not conflict. And all second story windows will have windowsills at a minimum height of five feet. In sum, we feel that the modifications requested in this application would greatly enhance the aesthetic appeal of the project, both from the individual home design as well as from �O04G the overall streetscape appearance. Furthermore, these positive changes will also strengthen the market appeal for the homes. These changes have resulted from our continuous efforts to improve the product relative to market demands, but in the context of the exigencies of the City of Moorpark. Toward that end, we are proposing several positive modifications to the project. First of all, we have replaced six of the two -story plans with six single -story (with a loft) plans. Single -story homes are more appealing from both an aesthetic viewpoint as well as from a marketing standpoint. Moreover, the injection of these six single -story homes (60 % of the project) will serve to reduce the massing associated with all two -story plans, and will present a considerably more appealing streetscape. Secondly, the sizes of the homes have been altered. The single -story plan at 3205 square feet replaces a two -story home, which contained 2929 square feet. Also, the square footage of the remaining two -story plan has been changed from 3389 to 3358 square feet. These size changes provide more flexibility in floor plan designs, and allow for more spacious rooms, which add to the market appeal of the homes. Finally, the architectural elevations of the homes have been revised to include a mix of French Country and Mediterranean styles. Each of the elevations will have three distinct color schemes. Thus, each plan will offer two elevations, one of each style, whereas previously, the homes were to be of one style of architecture. Associated with the architectural improvements is the changes proposed to the garages. The previous plans have a single three -car garage which takes up almost the entire front elevation of the houses making them an architectural eye -sore. The revised single story plans have an option for a tandem garage and the revised two story plans have split option garages, that leaves the majority of the front elevations for other architectural features thereby breaking the monotony of the previous plans. Again, these modifications to the elevations will vary and positively enhance the streetscape, thereby affording the homebuyer more options than available under our previous architectural scheme. In order to incorporate these positive modifications to the floor plans, the architectural elevations and ultimately to the streetscape, the side -yard setbacks will have to be reduced from f fteen feet to ten feet. This variance is required in order to accommodate the six single -story plans, which necessarily have a larger footprint. However, this reduction in the setbacks is mitigated by the fact that the massing between homes has been greatly reduced by the use of single -story homes. In addition, we have taken great care in assuring that the windows of adjoining homes do not conflict. And all second story windows will have windowsills at a minimum height of five feet. In sum, we feel that the modifications requested in this application would greatly enhance the aesthetic appeal of the project, both from the individual home design as well as from the overall streetscape appearance. Furthermore, these positive changes will also strengthen the market appeal for the homes. The proposed modifications will embellish an already appealing project, and assure a favorable reception by the citizens of Moorpark as well as by the home buying public.
