Lindley, Director of Community ServicesffCl DATE: October 6, 2000 (CC Meeting of October 18, 2000) SUBJECT: Consider Request by Campus Hills Homeowners Association for Improvement to Campus Canyon Park Monument Sign SUMMARY The City has been approached by the Campus Hills Homeowner Association (HOA) to improve and update the monument sign at Campus Canyon Park. The HOA's request asks that the City make the proposed improvements at its sole cost, which is estimated to be approximately $3,400. Therefore, the Council is being asked to consider the proposed design of the improved park monument sign and funding for the improvement work. BACKGROUND The City has been approached by the Campus Hills HOA to approve and fund improvements to the Campus Canyon Park monument sign (see Attachment A). The Campus Hill Tract contains seven monument signs which were built by the original developer of the tract (see Attachment B). Of the seven signs, five are located on HOA property. The other two sit on City and Moorpark College property. The City's sign is in Campus Canyon Park, prominently displayed at the corner of Collins Drive and Hearon Drive. The original design of this sign was approved by the then seated Parks and Recreation Commission and City Council. The College's sign is located at the corner of Collins Drive and Campus Drive. Of the five monument signs on HOA property, one is located in a landscaped area at Campus Canyon School and it serves as a school's monument sign. The HOA indicates that the landscaped area is owned and maintained by the HOA. M: \MLindley \PARKS \campus canyon sign ccommagd.doc C„V'2J3 Campus Canyon Park Sign Requests Page 2 The HOA is in the process of improving its five monument signs and would like the City and College to follow suit, so that all of the monument signs in the tract look similar. They have received a Permit Adjustment, signed by the Acting Director of Community Development, for the five HOA signs. The City's and College's signs do not fall under the permit. Each of the respective jurisdictions (City and College) have the authority to alter their signs outside the permit process. Additionally, the HOA has approached the School District for approval to make improvements to the Campus Canyon School sign at the HOA's cost since the sign is located on HOA property. The HOA has stated that the District has agreed to allow them to make the proposed improvements, and that the HOA, and not the District, will fund the improvements because the sign is on HOA maintained property. DISCUSSION The improvements to the Campus Canyon Park sign that the HOA is asking the Council to consider and approve include: removing all the colored and name tiles, patching the tiled area with stucco to match the sign, repainting the sign a lighter color (beige), and installing satin aluminum letters to the sign (see Attachment C). The lowest price -quote the HOA received to perform the work indicates that the cost will be approximately $3,400 for the Campus Canyon Park sign. In comparison with the City's other parks, Campus Canyon Park has one of the nicer, if not the nicest, monument sign. Some of the City's parks do not have formal monument signs, including Campus, Virginia Colony, Monte Vista, and Villa Campesina parks. If the City Council wishes to approve the HOA' s request to make improvements to the Campus Canyon Park sign, including the expenditure of approximately $3,400, a budget amendment resolution will be prepared for approval at a subsequent City Council meeting, because there are no funds currently budgeted in the Park Maintenance Budget (comprised of Park Assessment District and General Fund monies) to pay for the proposed work. It is recommended that the appropriate funding source for this project is the General Fund reserve, since all anticipated Park Assessment District revenue has been allocated. Additionally, %� "UZ94 Campus Canyon Park Sign Requests Page 3 monies in the Park Improvement Fund cannot be used for maintenance. The HOA's sign improvement proposal is a maintenance project that does not include the addition of new sign, but rather the enhancement and refurbishment of an existing sign. In the past the City has used Park Improvement Funds to purchase new playground equipment or to expand park areas such as Griffin Park. STAFF RECOMMENDATION 1. Approve the proposed design for the Campus Canyon Park monument sign as identified in Attachment C; 2. Indicate whether the City Council is willing to perform the sign improvement work and to fund the cost of the work (estimated to be $3,400); and 3. If the Council elects to use City funds for the proposed sign improvements, direct that staff to prepare a Budget Amended Resolution allocating money from the General Fund reserves and to proceed with the bid process. The refurbishment consists of removing all tiles, patching the damaged stucco, repainting the stucco and affixing new lettering to read ""Campus Hills ". There are 3 additional monument signs within our Campus Hills community which Griffin Homes also constructed 14 years ago. All 7 of these monuments are of the exact same coloring and materials. The 3 additional monument are: Moorpark College, corner of Collins and Campus Park Drive; Campus Canyon School, corner of Collins and Hearon to the South; and Campus Canyon Park, corner of Collins and Hearon to the North. The HOA has contacted Dr. Frank De Pasquale's office at the Moorpark Unified School District regarding refurbishing the Campus Canyon School monument to match the proposed HOA monuments. They consented to have that monument refurbished as we requested. The HOA has contacted Dr. James Walker at Moorpark College and are optimistic that he will agree to have the College monument refurbished to match. The HOA request to the City is to consider refurbishing the Campus Canyon Park monument to match those to be refurbished in our Community. The park's monument is located at the most crucial intersection of our Association and is directly adjacent to 2 monuments slated for refurbishment (the HOA's main monument and Campus Canyon School). As previously stated, these monuments are 14 years old and have become tarnished and outdated in their appearance. Ms. Mary Lindley Page 2 I have presented with this letter some current photographs of the monuments, a map showing the location of the monuments and the sign companies bids we obtained. For your information, each bid also includes that company's cost to refurbish the park's monument. The HOA has elected to hire Signature Signs; I have also enclosed their Contractor's License and Proof of Insurance. We expect to have an artist's rendering of the park's proposed refurbished monument shortly and will deliver it to you promptly.
