Traffenstedt, ATCM /City Clerk � DATE: October 6, 2000 (CC Meeting of 10/18/00) SUBJECT: Consider Changes to Agenda Language BACKGROUND AND DISCUSSION At the City Council's September 20, 2000, meeting, Councilmember Evans requested an agenda item discussion pertaining to making agenda language easier to understand. Pursuant to the Ralph M. Brown Act (found in the Government Code beginning at Section 54950), local government business is to be conducted at open and public meetings, except in certain limited situations, and meeting agendas must contain a brief general description of each item of business to be transacted or discussed at the meeting. Section 54954.2 states that a brief general description of an item generally need not exceed 20 words. In addition to Brown Act requirements, there are also public notice requirements for certain types of agenda items, such as public hearings. The title is typically written to include the project information contained in the public notice, such as project name, applicant name, entitlements requested, and location. The Moorpark City Council agendas are typically lengthier than surrounding cities, such as the agendas for the cities of Simi Valley and Thousand Oaks (see attached), due to the amount of information included. For example, staff recommendations on the Moorpark City Council agenda are listed in full versus a brief summary. If the City Council would like to see a more concise agenda, then shortening up the recommendations to simpler terms such as "adopt ", "approve ", or "reject" would achieve that objective. Please note, however, that shortening the agenda titles Honorable City Council October 6, 2000 Page 2 and recommendations may not always achieve the objective of making the purchase of a specific agenda item clear to the public.
