A. Introduction of Rodrigo Ceja, Maintenance Worker I in
the Community Services Department.

Any member of the public may address the Council during the Public Continents portion of
the Agenda, unless it is a Public Hearing or a Presentation /Action /Discussion item.
Speakers who wish to address the Council concerning a Public Ilearing or
Presentations /Action/ Discussion item must do so during the Public Hearing or
Presentations /Action /Discussion portion of the Agenda for that item. Speaker cards
must be received by the City Clerk for Public Comment prior to the beginning of the
Public Comments portion of the meeting and for Presentation /Action /Discussion items
prior to the beginning of the first item of the Presentation /Action /Discussion portion
of the Agenda. Speaker Cards for a Public Hearing must be received prior to the
beginning of Lhe Public Hearing. A limitation of three minutes shall be imposed upon
each Public Comment and Presentation /Action /Discussion item speaker. A limitation of
three to five minutes shall be imposed upon each Public Hearing item speaker. Written
Statement Cards may be submitted in lieu of speaking orally for open Public Hearings
and Presentation /Action /Discussion items. Copies of each item of business on the
agenda are on file in the office of the City Clerk and are available for public
review. Any questions concerning any agenda item may be directed to the City Clerk at

10. PRESENTATION /ACTION /DISCUSSION:
A. Adopt Resolution Revising Park Reservation Fees and
Policy. Staff Recommendation: The Parks and Recreation
Commission and staff recommend that the City Council
rescind Resolution No. 2000 -1737 and adopt Resolution
No. 2000- concerning park reservation fees and
policies, as outlined in the agenda report.
B. Consider Addition of a Laborer Position to the Public
Works Department. Staff Recommendation: Approve the
addition of a Laborer position to the Public Works
Department and adopt Resolution No. 2000- funding
the additional costs for this new position. (ROLL CALL
VOTE REQUIRED).

Staff Recommendation: Approve the Warrant Register.
C. Appropriate Funds for the Refurbishment of the Campus
Canyon Park Monument Sign. Recommendation: Adopt the
budget resolution appropriating $3,500 from the
General Fund Reserve for the refurbishment of the
Campus Canyon Park sign. (ROLL CALL VOTE REQUIRED)
D. Consider Completion of the Poindexter Sidewalk Project
[No. 8018]. Staff Recommendation: Accept the project
as completed.
E. Adjustment to the Hourly Rates Charged for Engineering
Services. Staff Recommendation: Approve a 3.40
increase to the rates charged for Engineering
Services, effective December 1, 2000.
F. Consider Acceptance of Grant of Easement from Fred
Kavli for City Entrance Sign Purposes. Staff
Recommendation: Direct the City Clerk to accept and
consent to the recordation of the Grant of Easement
from Fred Kavli.
G. Consider Amicus Support in Cornette v. Department of
Transportation, Supreme Court Case No. 5089010. Staff
Recommendation: Direct the City Attorney to sign the
City Council Agenda

representation form authorizing the City of Moorpark
to be added to the amicus brief.
12. ORDINANCES:
A. An Ordinance of the City Council of the City of
Moorpark, California, Approving Zone Change No. 99 -4
to Change the Zoning Designation on Undeveloped Land
Located East of Liberty Bell Road Adjacent to and
North of the Arroyo Simi (Assessor Parcel No. 506 -0-
050 -505) from Commercial Planned Development (CPD) to
Residential Planned Development (RPD) 7.6 Units Per
Acre with the Exception of the Area Along the
Southerly Portion of the Property Required to be
Dedicated to the Ventura County Flood Control District
Which Shall be Rezoned to Open Space (OS) on the
Application of Pacific Community Builders. Staff
Recommendation: Declare Ordinance No. 269 read for the
second time and adopted as read.
