SUBJECT: Adjustment to the Hourly Rates Charged for Engineering
Services.
OVERVIEW
This requests approval of a 3.4% increase to the rates charged by
the consultant City Engineer for engineering services.
DISCUSSION
A. Background: In March of 1991 the City entered into an
Agreement for City Engineering Services with Charles Abbott
Associates.
B. Retainer
1. Agreement: Paragraphs A & B of Section I of the Agreement
provide for an automatic adjustment (not to exceed 7 %) to
the retainer for City Engineer and Traffic Engineering
Services, to occur each year, based upon the change in the
Consumer Price Index.
2. Change to Revision Date: In 1999 the effective date of the
annual adjustments to the Engineering Services Agreement was
changed from November 1 to December 1 of each year.
3. Last Adjustment: The last adjustment to the Retainer amounts
was made November 1999.
4. CPI Increase 2000: There has been a 3.4% increase in the
CPI [ "U. S. City Average for All Urban Consumers All Items
Indexes "] during the period between August 1999 and August
2000. Using this 3.4% inflation factor, changes to the

existing amounts for the Engineering retainers are
summarized as follows:

5. No Action Required: As stated above, no action is required
by the City Council to implement this change to the amount
of the retainers.
C. Request for Adjustment to Hourly Rates for Services
1. Agreement: The Agreement for Engineering Services also
states that the City may consider a request for a Cost -of-
Living Adjustment to the hourly rates charged for
Engineering Services.
2. Last Adjustment: When the Retainers were automatically
adjusted last November, the City Council approved a request
for an adjustment to the hourly rates for engineering
services. That approved increase was based upon the same CPI
increase information used for the adjustment to the
Retainers.
3. Request for Increase: Attached as Exhibit 1 is a request
(10- 19 -00) for an increase to the hourly rates charged for
engineering services. The requested increase is based upon
the change in the CPI for the period between August 1999 and
August 2000, said amount being 3.4 %.
4. Revised Rates: The adjusted hourly rates for services,
based on the requested 3.4% increase, are set forth in the
request (Exhibit 1).
S. Effective Date: It is requested that the effective date for
this change to the rates for engineering services be
December 1, 2000.
D. Follow -up Administrative Actions
If the requested increase to the hourly rates for services is
approved, an Amendment to the Engineering Services Agreement
effecting this change will be executed by the City Manager.
RECOMMENDATION
Approve a 3.4% increase to the rates charged for Engineering
Services, effective December 1, 2000.

Dear Steve,
As outlined by provisions in our contract for Engineering Services to the City of Moorpark
dated March 1, 1991 and modified on October 20, 1999, we will be increasing our retainer
fees and fee rates to keep pace with Consumer Price Index (CPI). I have attached a copy of
the CPI for the period August 1999 through August 2000. The increase in the CPI for
"U.S. Cities Average for All Urban Consumers" during the period has been 3.4 %. This is
the index specified in our contract with the City. Our rates will be increased by 3.4% and
the increase will take effect December 1, 2000.
I have attached Exhibits `A' and `B' that show the retainer fees and hourly rates,
respectively, that will take effect on December 1. I have also attached, as Exhibit `C', a
copy of the Bureau of Labor Statistics CPI printout for August 1999 to August 2000. It
shows the increase in the CPI for "U.S. Cities Average for All Urban Consumers ".
We look forward to working with you and City staff to provide service to the community
of Moorpark in the coming years.
