R�GDMM EtJ1�AT7 ©N� ,,y��� BY: Steven Kueny, City Manager `�5`�_ Q �jK November 8, 2000 (CC Meeting of November 15, 2000) SUBJECT: Consider Exemption for Moorpark Unified School District (MUSD) Amendment Pre- screening BACKGROUND: City Council Resolution No. 99 -1578 sets forth the procedures and schedule for the pre- screening of General Plan Amendment (GPA) requests. The procedures required that complete applications must be filed not later than November 30 or May 30 to be included in the subsequent review cycle. Moorpark Unified School District (MUSD) has an interest in developing a portion of the Flory Avenue school site and the remainder of the Casey Road site. MUSD has entered into an agreement with a developer for both sites. The City Council and MUSD Board have each appointed two of its members to an ad hoc committee to discuss these sites. DISCUSSION: Resolution No. 99 -1578 requires MUSD or its representative to submit the GPA pre- screening application by November 30, 2000. Since the two subject sites are to be discussed as part of an appointed ad hoc committee, it would be an unnecessary duplication to require a GPA pre- screening application. In addition, both of these sites have been under consideration for some time and could be exempted as pre- dating the establishment of the revised GPA pre- screening procedures. The City Council previously exempted other properties for this reason. STAFF RECOMMENDATION: Exempt the MUSD owned Flory Avenue and Casey Road sites from the GPA pre - screening procedures.
