Honorable City Council Mike Mathews, Senior Management Analyst November 27, 2000 (CC Meeting of 12/6/2000) SUBJECT: CONSIDER PURCHASE OF FIFTEEN STREET LIGHTS FOR LOS ANGELES AVENUE OVERVIEW This report requests City Council approval to appropriate funds for the purchase of fifteen street lights for installation along Los Angeles Avenue between Gabbert Road and Millard Street. BACKGROUND The City of Moorpark collaborated with Southern California Edison (SCE) to plan a utility undergrounding project along Los Angeles Avenue between Gabbert Road and Millard Street. The benefit to the City is that all electric distribution lines, transformers, and cable television lines will be removed and placed underground. The only wires remaining will be the six transmission lines at the top of the poles. An added benefit to this concept is that Edison offered to connect businesses and residents at Edison's cost. Also, Edison offered to take twelve street lights that are now mounted on the wood poles, and put them on the marblite poles to match the other street lights along L. A. Avenue, again at no cost to the City. The funding came from a monetary credit that SCE gives to each city in its jurisdiction for this purpose. The project is currently under construction. At the time the project was being planned, staff determined that the addition of fifteen street lights would fill in the gaps and provide the proper amount of illumination along the length of Los Angeles Avenue between Gabbert Road and Millard Street. C 1�., Street Light Purchase December 6, 2000 Page 2 Staff requested that SCE include the additional street lights in the plans for the electrical distribution undergrounding project. Final approval would be subject to the cost for both the purchase and installation of the lights. The sales invoice from SCE totals $10,533. DISCUSSION The City will realize economies of scale, since the fifteen additional street lights will be installed while SCE already has crews and equipment in the field. The cost per light is approximately $700 for both the purchase and installation of the lights. Funding for the street lights is proposed to come from the Los Angeles A.O.C. Fund. STAFF RECOMMENDATION (ROLL CALL VOTE REQUIRED) 1. Approve Resolution 2000- amending the FY 2000 -2001 Budget by appropriating an additional $10,533 from the Los Angeles A.O.C. Fund. 2. Authorize the purchase of fifteen street lights at a cost of $10,533 to be placed at the direction of the City. �t :f f Fep�r is /Str cet Lights -10A n _ _ C �.��� RESOLUTION NO. 2000- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 2000/2001 BUDGET TO ALLOCATE FUNDING FOR THE PURCHASE OF STREET LIGHTS ALONG LOS ANGELES AVENUE WHEREAS, on June 21, 2000, the City Council adopted the Budget for Fiscal Year 2000/2001; and WHEREAS, a staff report has been presented to the City Council requesting a budget increase in the aggregate amount of $10,533; and WHEREAS, Exhibit "A," attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget amendment is hereby approved to allocate $10,533 from the Los Angeles A.O.C. Fund and appropriate said amount to the line item for purchase of street lights as more particularly described in Exhibit "A" attached hereto and made a part hereof. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this ATTEST: day of , 2000.
