Subject: Selection of a Landscape Architect to Prepare Design
Plans and Specifications for Certain Parkway and Median
Landscape Improvement Projects AND Amendment of Budget
to Fund Project 8033: Los Angeles Avenue /Tierra Rejada
Road Parkway Project
DISCUSSION
A. Professional Services Reauired
The City is in need of the services of a qualified landscape
architect to prepare plans and specifications for three
parkway and median projects described below. Staff contacted
a Landscape Architect, Claire Shatz, which the City had
utilized in the past to design similar projects. Claire
Shatz, who is now with the firm of Meeks & Associates in
Malibu, provided the City with proposals for the required
design services. From past experience staff is certain that
this landscape architect is qualified to perform the required
services.
B. Project Descriptions
The three projects for which the City requires landscape
improvement plans, are generally described as follows:
1. Los Angeles Avenue Median [portion of Project 8025: L. A.
Avenue Rehab]: On December 6 the City Council will
consider the award of a contract for the construction of
the Asphalt Overlay 2000 project. That work includes the
construction of a raised median on Los Angeles Avenue at
and south of the Princeton Avenue freeway interchange. It
is the intent of staff to award a separate contract for
the installation of irrigation and landscaping in that
median, based on a landscape design yet to be developed. A
map showing the location of this median is attached as
Exhibit 1.

2. Tierra Rejada Road / Southhampton Road Parkway [Project
8019]: For several years the assessment for Zone 2 of
Assessment District AD 84 -2 has included an improvement
assessment of $10 per lot, to fund the construction of
parkway landscaping on the north side of Tierra Rejada
Road, along the frontage of Tract 2865 -5 [Pacifica]. The
limits of that project, as shown on the map attached as
Exhibit 2, extend from a point just east of Southhampton
Road, westerly to a point approximately one thousand feet
(10001) west of Southhampton Road.
3. Los Angeles Avenue / Tierra Rejada Road Parkway [Project
8033]: A number of years ago monies were paid to the City
by a developer to partially fund the construction of
parkway landscaping improvements on the south side of Los
Angeles Avenue just east of Tierra Rejada Road. This
project [Project 8033] would use that and other monies to
design and construct a parkway landscape improvement
project on Los Angeles Avenue and on Tierra Rejada Road.
As shown on the map attached as Exhibit 3, the project
limits would be as follows:
• Los Angeles Avenue (south side): from Beltramo Road
westerly to Butter Creek Road; and
• Tierra Rejada Road (both sides): from Los Angeles Avenue
southerly to Harvester Street.
C. Fiscal Impact: Improvements
A summary of the costs and budget impacts of the above
described projects is as follows:
1. Los Angeles Avenue Median: It is the view of staff that
the monies budgeted for Project 8025 (L. A. Avenue Rehab
Project) are sufficient to fully fund this landscaping
project. The total estimated cost of this project is as
follows:
Design $ 3,150
Construction $25,000
Inspection: $ 11000

2. Tierra Rejada Road / Southhampton Road Parkway [Project
8019] : As stated above, for a number of years the Zone 2
assessment [AD84 -2] included a $10 /lot improvement
assessment. Over the years that assessment has generated
$39,672 which has been set aside for this project. Of that
amount $5,000 has been appropriated for the preparation of
the design for this project. No budget adjustment is
necessary to proceed with the project design. An

the design for this project. No budget adjustment is
necessary to proceed with the project design. An
appropriation for project construction will be presented
to the City Council when the project is ready to advertise
for construction bids. A summary of the estimated total
cost of this project is as follows:
Design $ 4,250
Construction $40,000
Inspection: $ 11000

3. Los Angeles Avenue / Tierra Rejada Road Parkway [Project
8033]: As stated above, a developer deposited with the
City $7,315 to fund a future parkway landscaping project
in the vicinity of Los Angeles Avenue and Tierra Rejada
Road. Those monies were placed into the Citywide Landscape
Maintenance Fund for Assessment District AD84 -2 [Fund
23001. It is recommended that this amount be appropriated
for this new project [Project 80331 and that the remainder
of monies for the project be appropriated from the Gas Tax
Fund. A resolution has been prepared for that action. An
estimate of the total cost for this project is as follows:
Design $ 4,250
Design Contingency $ 750
Construction $54,000
Inspection: $ 1,000
4. Total Design Costs: A summary of the design costs for all
three projects is as follows:
Los Angeles Avenue Median $ 3,150
Tierra Rejada Rd. (Southhampton) Parkway $ 4,250
L. A. Ave. / Tierra Rejada Rd. Parkways: $ 4,250

D. Maintenance Costs
The estimated annual maintenance costs for these three
projects is as follows:
1. Los Angeles Avenue
Median:

It is anticipated
that the revenues from the
citywide

E. Schedule
The design for the Los Angeles Avenue Median Project will be
the first task to be completed. It is the intent of staff to
seek bids and award a construction contract for that work
within thee (3) months. It is anticipated that the designs
for the other two projects [Tierra Rejada Rd. /Southhampton
Rd. and Tierra Rejada Rd./ Los Angeles Ave.] will be
completed within four (4) months.
F. Administrative Matters
If the recommended action is taken, the City Manager will
execute a professional services contract agreement between
the City and Meeks and Associates, to retain that firm to
provide the required landscape architectural services for the
fee amount quoted.
STAFF RECOMMENDATIONS (Roll Call Vote Required)
Approve the selection of Meeks and Associates to provide certain
landscape architectural design services and adopt Resolution
2000- amending the budget.

RESOLUTION NO. 2000 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE
APPROPRIATIONS AND BUDGET FOR FISCAL YEAR
2000/2001 BY ESTABLISHING PROJECT 8033 TO
PROVIDE FOR THE CONSTRUCTION OF PARKWAY
LANDSCAPING AT AND NEAR THE INTERSECTION OF
LOS ANGELES AVENUE AND TIERRA REJADA ROAD
[FUND 2605 - GAS TAX AND FUND 2300 -
ASSESSMENT DISTRICT 84 -21
WHEREAS, on June 21, 2000, the City Council adopted the
Budget for Fiscal Year 2000/01; and
WHEREAS, a staff report has been presented to the City
Council requesting a budget increase in the aggregate amount of
$60,000; and
WHEREAS, Exhibit "A ", attached hereto and made a part hereof,
describes said budget amendment and its resultant impacts to the
budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget amendment in the aggregate increase
of $60,000, as more particularly described in Exhibit "A ", is
hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
