HomeMy WebLinkAboutAGENDA REPORT 2000 1206 CC REG ITEM 11GITEM /'- (5� MOORPARK CITY COUNCIL AGENDA REPORT , C TO: Honorable City Council "y — FROM: Dana Shigley, Administrative Services Direc DATE: November 27, 2000 (CC Meeting of December 6, 2000) SUBJECT: CONSIDER APPROVAL OF SALE OR DISPOSAL OF SURPLUS CITY VEHICLES AND PURCHASE OF NEW VEHICLES BACKGROUND Since the budget was adopted by the City Council, it has become apparent that two of the city pool cars and one police motorcycle are no longer operating reliably and need to be replaced. In addition to these vehicles, the City has several other vehicles that are no longer required for city operations. The approval to sell these items is being requested, as well as funding for two replacement vehicles and one new motorcycle. DISCUSSION During consideration of the current city budget, the Council approved the purchase of a new vehicle for the Code Enforcement division to replace the Dodge Aries. As this purchase was being reviewed, it became apparent that two additional vehicles, the Isuzu Trooper and Hyundai Excel, also were unreliable and should be replaced. Also, one of the motorcycles used by the Police Department is not operating and cannot be repaired cost effectively. The City Council is being asked to surplus seven vehicles, as noted in the list below. In addition to the three vehicles mentioned above, four other vehicles are being surplused as well. These have already been replaced or are already funded for replacement. Staff is recommending that the City Council Ce'.i Honorable City Council November 27, 2000 Page 2 approve the sale of the surplus vehicles, and vehicles not sold be disposed of in some other lawful manner (e.g., negotiations, donation) by the City Manager. None of the vehicles have significant value and it is expected that the city will receive less than $10,000 from the sale. All sale proceeds will be deposited into the Equipment Replacement Fund. S810577 1994 KAWASAKI KZ1000 MOORPARK POLICE DEPT. Staff is also recommending that the budget be amended to provide funding for three vehicles as follows: 1. A low mileage used vehicle for the city pool, estimated to cost $14,000, to be purchased from the Equipment Replacement Fund. 2. A new small pickup truck, to be used by the Code Enforcement Division, estimated to cost $17,000, to be purchased from the Equipment Replacement Fund. 3. A new motorcycle for the police department, estimated to cost $8,700, to be purchased from the Equipment Replacement Fund. In prior City Council discussion concerning the purchase of a new vehicle for the Code Enforcement Division, consideration was to be given to an electric /gasoline hybrid vehicle at the time the second CEO vehicle was replaced. The current budget already CCO228 Honorable City Council November 27, 2000 Page 3 includes funding for this replacement vehicle, and the funds will be used to purchase an electric /gasoline hybrid car, if possible. The current compressed natural gas (CNG) vehicle used by the Code Enforcement division will be transferred to the city pool, replacing one of the pool cars being surplused. STAFF RECOMMENDATION (Roll Call Vote Required) Staff recommends that the City Council adopt resolution 2000 - approving the sale of surplus City vehicles by sale or other permitted means and amending the 2000/2001 budget for the purchase of two pool vehicles. Attachment: Resolution 2000- G :; 02,, L9 RESOLUTION 2000- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA DECLARING CERTAIN ASSETS TO BE SURPLUS AND AMENDING THE 2000/2001 CITY OPERATING BUDGET WHEREAS, the City Council has the authority to declare certain city assets to be surplus when they have ceased to be useful for city operations; and WHEREAS, the City Council also has the authority to amend the city budget during the fiscal year when necessary to provide funding for items not anticipated during the consideration of the annual operating budget; and WHEREAS, the City Council now wishes to declare certain assets to be surplus and amend the 2000/2001 operating budget for the replacement of some assets. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council approves an amendment to the 2000/2001 City of Moorpark operating budget as more particularly described in Exhibit "A". SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions.
