SUBJECT: CONSIDER PURCHASE OF A RADAR TRAILER USING
STATE GRANT FUNDS
BACKGROUND
Competitive grants for public safety programs are offered
by the Office of Traffic Safety (OTS), which is part of the
State of California - Business, Transportation and Housing
Agency. Notification of the current grant cycle was sent to
all agencies in November, 1999. Staff chose to pursue a
grant for the purpose of replacing the City's existing
radar speed display trailer, which was purchased in 1994.
In September, 2000, Governor Davis issued a press release
announcing the agencies selected to receive the safety
grants. Moorpark was the only city in Ventura County
approved for one of these grants. Since that time, staff
has been working with OTS staff to complete the grant
application.
Although the final letter of commitment has not been
received, OTS gave their verbal approval. In order to
expedite this project it is recommended that we proceed
with the budget amendment for the project at this time. If
the grant is not approved, these funds will not be
expended.

DISCUSSION
If awarded this grant, the City must meet the following
requirements established by OTS:
• Joint exercises must be conducted with the Police
Department. Under the guidelines, drivers who fail to
respond to the radar trailer warning will be cited. The
Police Department has agreed to this concept.
• Target schools for enforcement at the beginning of the
school year and after the mid -year break to reinforce
speed limits.
• Provide quarterly reports on the operation of the trailer
and the number of speed related collisions during the
corresponding time period. Public Works staff will
prepare these reports.
• Issue four press releases per year to keep the public
informed about the City's efforts and to reinforce the
message of the program.
• Strive to reduce speed related collisions by 50, and
maintain the City's record of zero speed related deaths.
Features of the Radar Trailer
Most radar trailers on the market have the following
features:
• Light Emitting Diode (LED) display. These displays are
brighter and more reliable than the mechanical displays
they replace.
• Computer for tracking data. Speed data is stored by time
of day so that speeding patterns can be identified.
• Stealth mode, in which the speed display remains in the
folded position, so motorists will not slow for the
trailer and true speed can be recorded.
Optional features will be analyzed for their usefulness and
effectiveness. The bid specifications for the trailer will

include line items for the following features. Depending on
cost and effectiveness, the trailer might include:
• Solar panel to reduce electrical energy costs for battery
charging.
• Traffic count tube. Pneumatic tube for increased accuracy
in counting the number of vehicles traveling along a
particular street.
• Message board, able to display a message like "$100 FINE"
to vehicles exceeding the posted limit by 10 miles per
hour. The board could also be used in other applications
around the City where a scrolling message would help to
inform residents.
• Alarm, to help protect the unit from theft or vandalism.
Administration of Grant Proceeds
Normally, OTS would send the grant proceeds directly to the
City. But since the serial number of the trailer must be
included in the grant documents, the City must purchase the
trailer and then receive reimbursement from OTS.
STAFF RECOMMENDATION
1. Authorize staff to procure a radar trailer upon
receipt of written grant approval.
2. Adopt Resolution No. 2001- , (Exhibit A).

RESOLUTION NO. 2000-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE FY
2000/2001 BUDGET TO PURCHASE A RADAR TRAILER
WHEREAS, on June 21, 2000, the City Council adopted the Budget
for Fiscal Year 2000/01; and
WHEREAS, a staff report has been presented to the City Council
requesting a budget amendment in the aggregate amount of $15,000
for the purchase of a radar trailer; and
WHEREAS, Exhibit "A attached hereto and made a part hereof,
describes said budget amendment and its resultant impacts to the
budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget amendment is hereby approved to
allocate $15,000 from the General Fund reserve and appropriate said
amount to the line item for purchase of a radar trailer.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
