SUBJECT: Completion of the Moorpark Road Traffic Signal
Modification Project [No.8028]

A. Background
On June 21, 2000, the City Council awarded a contract to Taft
Electric for the modification of the traffic signal at the
intersection of Moorpark Road and Tierra Rejada Road to change
the permissive /restrictive phase for the west -to -south left -
turn movement to a restrictive phase only [GREEN ARROW].
B. Scope of Work
The project included:
• removal and replacement of a 25' long mast arm with a 30'
long mast arm;
• removal of the five -lens [doghouse] head and installation of
two new heads;
• removal and replacement of the five -lens vertical head with
a new standard three -lens head;
• removal and replacement of certain signing; and
• re- wiring and reprogramming.
C. Temporary Signal
A number of years ago the City installed this "temporary"
traffic signal to improve traffic flow at this intersection. It
was and still is anticipated that the traffic signal and
surrounding roadway improvements will be upgraded when the
County of Ventura constructs their project to improve Moorpark
Road between Tierra Rejada Road and Santa Rosa Road.

3. Project Funding: The budget for this project [Project 80281
is $21,000. The project is funded by the Spring Road /
Tierra Rejada AOC Fund [Fund 25021.
E. Final Inspection and Acceptance
Staff has completed a final inspection of the project and has
found the work to be acceptable. At this time it would be
appropriate for the City Council to accept the project as
completed, direct the City Clerk to file a Notice of
Completion and authorize release of the retention.
F. Release of Retention
If the recommended action is taken, the Notice of Completion
will be forwarded to the County Recorder for recordation.
Absent the receipt of any Stop Notices from subcontractors or
suppliers, thirty -five (35) days after the date of
recordation of the Notice of Completion, the ten percent
(10 %) retention being held by the City will be paid to the
contractor.
RECOMMENDATION
Accept the project as completed.
