Subject: CONSIDER REALLOCATION OF COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) FUNDS FROM PRIOR YEARS
BACKGROUND
Unspent funds remain from two completed projects: the Senior.
Center Expansion Project and the Boys & Girls Club Re- stucco
Project. In addition, previously unprogrammed funds remain from
the City's FY 2000/2001 allocation. Notice of a public hearing
March 7, 2001, was advertised for the re- allocation of CDBG
funds from prior years.
DISCUSSION
The Senior Center Expansion Project has recently been completed
with the installation of an automatic door. Unused funds in the
sum of twelve thousand dollars ($12,000) that were originally
allocated to this project are now available for another purpose.
With the completion of the Re- stucco Project for the Boys &
Girls Club, six thousand two hundred thirty -six dollars ($6,236)
remain unspent and also could he utilized for another project.
Previously unprogrammed funds totaling twenty -four thousand
seven hundred ninety -four dollars ($24,794) are also available
to be allocated for a specific purpose. A total of forty -three
thousand thirty dollars ($43,030) may be designated now for new
purposes.
One hundred eighty -six thousand five hundred seventy -one dollars
($186,571) allocated to Affordable Housing in recent years has
been re- allocated to other projects such as the Senior Center
Expansion Project. Currently, two hundred thirty -eight thousand

nine hundred eighteen dollars ($238,91.8) remain available for
Affordable Housing. Staff anticipates a need for additional
Affordable Housing funds if the City and Redevelopment Agency
wish to purchase several vacant lots in the downtown area,
suitable for infill housing development. Approximately four
hundred thousand dollars ($400,000) is anticipated for
acquisition costs for six (6) parcels. If remaining funds
mentioned earlier are re- allocated for Affordable Housing, two
hundred eighty -one nine hundred forty -eight dollars ($281,948)
would be available for Affordable Housing purposes.
STAFF RECOM MATIONS (ROLL CALL VOTE)
1. Open a public hearing on reallocation of funds from prior
years, accept public testimony, and close the public
hearing;
2. Authorize the following re- allocations of unspent funds
from previous years:
A. $12,000 from the Senior Center Expansion Project (FY
1998/1999 and FY 1999/2000) to Affordable Housing
B. $6,236 from the Boys & girls Club Re- stucco Project
(FY 1999/2000) to Affordable Housing
C. $24,794 previously unprogrammed funds (FY 2000/2001)
to Affordable Housing
