SUBJECT: Consider the Purchase of Real Property at 500 Spring Road
from M.V. Smith for a Site for a City Police Facility and
adopt Resolution No. 2001 - Amending the City Budget
Appropriating $176,962 from Transportation Development
Act Funds (TDA) and $74,324 in Los Angeles Avenue Area of
Contribution Funds (LA AOC) to purchase that portion of
the property to be dedicated for street improvements.
SUMMARY2
It is proposed that the approximate 7.52 -acre site owned by M.V.
Smith at the northeast corner of Spring Road and Flinn Avenue be
acquired as the site for the City's planned police facility.
Approximately three acres of the site will be used for this purpose
with about three acres available for a use consistent with the
Downtown Specific Plan. The acquisition will also allow
realignment of Flinn Avenue to intersect Spring Road directly
across from Second Street to facilitate installation of a traffic
signal at this modified intersection. About 1.5 acres will be
needed for the street widening and realignment.
BACKGROUND:
The City has contracted with the Ventura County Sheriff's
Department for police services since incorporation in 1983. While
it has always been a desire to have a police facility in Moorpark,
funding options other than a long -term debt obligation restricted
the City's ability to acquire a site and construct a facility. The
City does collect a fee on all new development to help pay for the
planned facility. At build out of the City, about sixty percent
(60 %) of the anticipated cost of the facility would be funded by
the Police Facilities Fee revenue.

The City's assigned law enforcement contract personnel (Moorpark
Police Department) were housed at the East County Sheriff's
facility until late 1998. At that time, all but the patrol
operations relocated to modular buildings leased from Moorpark
Unified School District (MUSD) at 30 Flory Avenue. The lease is
currently set to expire on June 30, 2003, with the ability to
extend for an additional three -year period. The current monthly
cost including rent and utilities, exclusive of telephones, is
$2,133.33.
The northern 2.99 acres of the site was proposed for acquisition by
the U.S. Postal Service and the current owner was processing a
parcel map to effect the sale (TPM L.D. No. 5243). After the
Planning Commission recommendation the Postal Service abandoned the
project and the owner withdrew the parcel map application on June
27, 2000.
DISCUSSION:
Over the last several months, staff has reviewed various
alternatives for siting of the proposed facility. Preference was
given to a site on the Los Angeles Avenue corridor and in the
downtown area with compatibility of surrounding land uses.
Alternatives included the following:
1. Birkenshaw property with frontage on either Moorpark Avenue
(SR 23) or Park Lane.
2. Portion of the commercial site on south side of Los Angeles
Avenue east of Park Lane with frontage on either Los Angeles
Avenue, Moorpark Avenue, Park Lane, or the unnamed street
under construction south of Los Angeles Avenue connecting
Moorpark Avenue and Park Lane.
3. Moorpark Redevelopment Agency owned property on the south side
of High Street east of Moorpark Avenue.
4. Various locations on the north side of High Street with
connection to Charles Street requiring the consolidation of
several lots and relocation of businesses and residents.
5. An expansion of the existing Community Center site.
6. Former Caltrans Yard on the south side of Los Angeles Avenue.

7. The commercial property at Collins Drive and Campus Park
Drive.
8. A portion of the Carlsberg Specific Plan commercial or
industrial area.
The above sites were not recommended for a variety of reasons
including location, size, cost, land use compatibility,
configuration of the site, development costs, and potential
environmental concerns. The site at the northeast corner of Spring
Road and Flinn Avenue offers the following advantages:
1. It is available at a fair and reasonable price.
2. It provides a good location within the Downtown Specific Plan
area.
3. It is, vacant and ready for development. The Phase I
Environmental Study, preliminary report indicates that there
are no hazardous materials present on the site.
4. It solves a long- standing traffic safety issue.
6. A public facility at this site is compatible with surrounding
land uses.
7. It provides a suitable location for sharing with the
California Highway Patrol offices for east Ventura County,
which must be relocated in the near future.
The proposed cost of the 7.52 -acre site is $2,100,000.00. This is
about $6.41 per gross square foot of the site. It is proposed to
be funded as follows:
1. 828 foot frontage of proposed facilities site needed for
Spring Road widening (11,592 sq. ft.); $74,324.00 Los Angeles
Avenue Area of Contribution (LA AOC).
2. Realignment of Flinn Avenue (27,600 sq. ft.); $176,962.00 from
Transportation Development Act (TDA)funds.
3. Remaining approximately 6.62 -acres including .69 acres that
will remain after the street realignment; an approximately 3.1
acre parcel for the police facility and a 2.81 acre site for
future development; $ 1,848,714 from the Moorpark
Redevelopment Agency. An additional $20,000 for closing costs

and contingencies will be requested in the Redevelopment
Agency Staff Report.
These cost allocations are also shown on the attached Land Cost
Analysis (Exhibit A) . Exhibit B shows the proposed parcels and
street rights -of -way.
Staff has prepared preliminary plans for the site. The police
facility would be located on the southern portion of the property.
Based on information prepared by Leach Mounce Architects for the
Moorpark Civic Facilities Space Needs Study, the projected cost of
an 18,120 square foot police facility including site work is
$4,967,441.00. This Space Needs Study assumed the police facility
would accommodate growth of City population and police personnel
and co- location with California Highway Patrol. The space planned
would be sufficient whether the City continues to contract with the
Ventura County Sheriff for law enforcement services or establishes
its own police department.
As previously mentioned, about 60% of the total cost can eventually
be funded from Police Facilities Fee revenue collected on all new
development. Funding options include a combination of short -term
advances to the Police Facilities Fee Fund, General Fund, Endowment
Fund, Redevelopment Agency financing, technology grants, and some
cost sharing with the CHP and County Sheriff.
A separate report addressing funding options for facility
construction, including both cash and debt financing options, will
be presented for City Council consideration in the near future.
Staff recommends proceeding now to obtain this key site. Escrow
can close by April 2, 2001. It will take about thirty (30) months
to complete plans and construct the facility.
STAFF RECOMMENDATION:
1. Direct staff to acquire APN 512 -0 -071 -205 and APN 512- 0 -171-
215 for $2,100,000.
2. Adopt Resolution No. 2001 - amending the budget and
appropriate funds for the acquisition as follows: $176,962
from Transportation Development Act Funds (TDA) and $74,324 in
Los Angeles Avenue Area of Contribution Funds (LA AOC).

RESOLUTION 2001-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AUTHORIZING AN
AMENDMENT TO THE FISCAL YEAR 200012001
ADOPTED OPERATING BUDGET FOR THE PURCHASE OF
REAL PROPERTY
WHEREAS, on June 21, 2000, the City Council adopted the
operating budget for fiscal year 2000/2001; and
WHEREAS, the City Council now wishes to approve the
purchase of real property located at the corner of Spring Road
and Flinn Avenue for a total cost of $2,100,000; and
WHEREAS, the City Council now wishes to amend the adopted
budget to reflect this purchase by appropriating $251,286 from
TDA and LA AOC funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment as described in Exhibit "A"
attached hereto is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be
filed in the book of original resolutions.
